GOAL is an Irish international humanitarian organisation founded in 1977 and currently operational in 14 countries working across the crisis to resilience trajectory. GOAL stands with local populations and actors to assist them to overcome crises and on the journey to longer-term solutions. Description of the Role
GOAL is implementing a three-year program to support and strengthen the capacity of local NGOs in the North Andes region to provide quality maternal, newborn, child health and nutrition (MNCHN) services to improve MNCHN knowledge and practices and outcomes, including in indigenous, mining and/or mining-affect communities. This position is open only to local nationals of Venezuela or nationals in the LAC region and will ideally be based in Caracas, Venezuela
The MNCHN Advisor will supervise multiple Clinical Service Monitors/Mentors responsible for quality control and improvement of clinic services and report to the Project Director. The advisor will also liaise directly with HQ-based MNCHN and other technical advisors and be responsible for provision of direct technical guidance, technical capacity strengthening, and support technical oversight and monitoring for MNCHN mobile clinic interventions and accompanying social and behavior change (SBC) activities implemented by local NGO partners at the community level. The MNCH Advisor will ensure all activities are reflective and sensitive to the local and national context, facilitate linkage of the project and local partners to key health stakeholders and represent the project in relevant working groups or coordination with key health stakeholders.
Key Responsibilities
- Provide technical expertise and oversee implementation strategies for MNCHN mobile clinic services and social and behavior change activities;
- Support mobile clinic quality control and improvement by incorporating global learning and the latest evidence into local and context-specific solutions to sustainably improve MNCHN and service delivery through mobile clinics, and through management of clinic supervision visits;
- Oversee and support the design and implementation of Social and Behavior Change activities at community level;
- Coordinate and oversee strategy implementation of periodic, onsite or remote supportive supervision and mentorship of mobile clinic providers;
- Coordinate with Indigenous Liaison officers to ensure MNCHN mobile clinic services and activities are culturally sensitive, appropriate and protective of indigenous rights and practices;
- Ensure service provided are high impact, evidence-based practices and are in line with the international and local standards;
- Oversee quality of program implementation related to MNCH and nutrition;
- Working with the broader project team, lead the development of strategies to monitor selected MNCHN indicators, including tools to analyze and visualize performance over time, formative research, follow up and evaluation approaches if necessary;
- Maintain strategic relationships with the other relevant stakeholders for the smooth implementation of program activities;
- Lead the development of tools and various documentation required to guide, track and document project activities;
- Lead the documentation of project learning and best practices and ensure dissemination to the appropriate channels and targets;
- Provide technical input to the development of technical activities for annual work plans, studies, quarterly and annual reports, financial reports, and other reports and papers while ensuring timely submission;
- Prepare regular and ad hoc technical or travel reports and updates to the Project Director, HQ or the donor, as required;
- Represent GOAL and partners in stakeholder meetings, including technical working groups and coordination meetings;
- Additional tasks as assigned by the Project Director.

Requirements (Person Specification)
- Medical doctor, nurse, midwife or public health specialist with at least 5 years’ clinical experience in MNCH
- Post-graduate degree in public health is desirable
- Experience in MNCHN working in rural areas and/or in a humanitarian or development context preferred
- Experience conducting clinical trainings and mentoring of in-service providers, with focus on ANC, PNC, IMCI, PSBI, Immunization and Nutrition
- Demonstrated knowledge of Venezuela’s health context and needs
- Demonstrated ability to work with partners in managing a complex project under challenging circumstances
- Proven capacity and experience providing MNCHN technical assistance for effective quality improvement
- Proven ability to work effectively with health stakeholders to facilitate quality improvement processes in MNCHN
- Strong coordination skills to develop partnerships with local health officials, local NGO partners, and other formal and informal community leaders
- Fluent verbal and written communication skills in Spanish, English also preferred
- Proficiency in one or more local indigenous languages preferred
- Ability to work effectively in a team
- Proficient computer skills and in using Microsoft products including Word, Excel, PowerPoint, etc.
- Significant knowledge of international and local NGO sector in Venezuela, specifically organizations working in health
- Experience working on international donor-funded programs strongly preferred
- Ability and willingness to travel up to 30% of the time
