Function
- The Manager, People Business Processes, Reward and Employee Relations, Africa will provide strategic business partnership, expert guidance, and end-to-end support across all aspects of the employee lifecycle, after onboarding.
- This includes candidate transition to employee, ensuring excellence in employee experience by embedding Heifer Africa’s established People Business Process Standards from pre-boarding, contracting, probation, performance management, reward management, employee support, HRMIS, health & safety, employee relations, staff handbook, and change management to managing staff exit protocols.
- This role is pivotal in ensuring exceptional employee experiences, driving operational excellence, and aligning People practices with organizational values and objectives.
- The role will also be responsible for overseeing the implementation of a fit-for-purpose HR technology architecture, provision of HR data and analytics, and departmental budget management to enhance decision-making and operational effectiveness.
- The Manager, People Business Processes, Reward and Employee Relations, Africa will be responsible for developing the full suite of People Business Processes and Procedures, focusing on embedding People best practices and legal obligations.
- The role will ensure engagement and education of users to People policies and processes for co-creation of policies and procedures resulting in proactive alignment, strong business partnering, consistency of use, compliance, and adherence.
- As a trusted partner to leadership and teams, this role will implement innovative solutions to address evolving business needs, enable data-driven decision-making, and foster frameworks to help land Heifer Africa’s defined Inverted Organogram culture of Humility, Accountability, Professionalism, Innovation, Empathy & One Team Culture, and Customer Orientation.
- In service to country teams, the role holder will ensure frontline voice inclusion in all people processes and ensure frontline execution excellence of the People Pillar Plans.
- Through collaboration with various stakeholders, the Manager, People Business Processes, Reward and Employee Relations, Africa will champion change management initiatives, support the development and implementation of People Strategic Workplans, and contribute to the achievement of broader organizational goals.
- The role may be located in any of the following countries: Ethiopia, Kenya, Nigeria, Tanzania, Malawi, Senegal, Uganda or Rwanda.
Responsibilities & Deliverables
Strategic Leadership and People Policy & Business Processes Management (15%):
- Contribute to the Regional HR Strategy as a key member of the Africa People Shared Leadership Team.
- Develop the full suite of People Business Processes and Procedures, focusing on embedding People best practices and legal obligations.
- Ensure engagement and education of users to People policies and processes for co-creation of policies and procedures resulting in proactive alignment, strong business partnering, consistency of use for strong compliance, and adherence.
- Implement innovative solutions to address evolving business needs, enable data-driven decision-making, and foster frameworks to help land Heifer Africa’s defined Inverted Organogram culture of Humility, Accountability, Professionalism, Innovation, Empathy & One Team Culture, and Customer Orientation.
- Guide and monitor adherence to change management plans and tools.
- Prepare and deliver monthly/quarterly reports, including Global KPIs, Business Planning & Review Meetings, and board presentations.
- Oversee risk management and ensure compliance with audit requirements.
Compensation and Benefits (20%):
- Design, manage, and implement compensation and benefits plans, including oversight for pay scales development, job architecture, grading/benchmarking, payroll advisory, and documentation.
- Design and embed reward and benefits models, ensuring effectiveness in-country operations and embedding philosophies and values of competitiveness, equity, and transparency.
- Collaborate with country People Managers to ensure accurate job profiles, job benchmarking to inform correct data points in pay market research, ensuring market competitiveness with strong data assurance capability.
- Oversee the effective setup of medical schemes, pensions, and group life insurance for employee wholeness and wellness in line with legal obligations.
- Monitor the regional compensation plan, ensuring signed approvals and compliance with salary scale policies.
Budget and Cost Management (10%):
- Develop, manage, and optimize the HR department budget, ensuring cost-effectiveness and alignment with business goals.
- Monitor HR-related expenditures, including compensation, benefits, HR technology, and training.
- Identify opportunities for cost savings, operational efficiencies, and return on investment for HR initiatives.
- Provide financial reporting and insights on HR costs to senior leadership.
Data Analytics and HR Technology (10%):
- Develop and implement an HR data and analytics strategy to drive data-driven decision-making.
- Oversee HRIS implementation, maintenance, and optimization to ensure accurate reporting and compliance.
- Track and analyze key HR metrics (e.g., workforce productivity, attrition, cost per hire, employee engagement).
- Generate predictive analytics to forecast workforce trends and inform strategic HR planning.
- Present actionable insights to leadership for continuous workforce optimization.
Performance Management and Staff Development (10%):
- Support the rollout and embedding of the performance management system.
- Build HR staff capacity by delivering training on thematic areas and providing coaching support.
- Promote a culture of continuous professional development and feedback on People Business Processes and thematic areas.
Organizational Processes and Compliance (10%):
- Review and set standards for business processes, ensuring alignment with HR standards and integration with HRMIS systems.
- Drive the implementation of change management plans.
- Serve as the ERP-HR process lead for change management initiatives.
- Develop and monitor staff handbooks, HR governance policies, and health and safety compliance.
- Oversee the management of probations, contracts, and leave liability, ensuring accurate access and updates.
- Plan and monitor HR budgeting for thematic areas.
Employee Relations (10%):
- Serve as a strategic partner to country leadership on employee relations and People best practices.
- Develop and implement initiatives that foster a positive work culture and increase employee experience.
- Address employee concerns, conduct investigations, and provide solutions that align with Heifer’s values.
- Oversee Compliance Line issues management and resolution to reporting in line with set Risk, Management & Audit (RMA) and Africa People standards.
Job and Role Management (10%):
- Lead job evaluations, benchmarking, and grading exercises.
- Ensure organizational charts are regularly updated to reflect the current structure.
Other Duties (5%):
- Perform any other related duties as assigned by the Senior Business Africa People.
Minimum Requirements
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- A Master’s degree in HR or a related discipline is an added advantage.
- Minimum of 10 years of experience in HR operations, with at least 5 years of senior HR operations experience working across different geographies.
- Proven experience in regional HR operations, strategy development, and business process optimization with a strong frontline/customer focus.
Preferred Requirements:
- Strong knowledge of compensation and benefits, performance management, and compliance frameworks.
- Demonstrated ability to lead change management initiatives and align HR processes with organizational priorities.
- Proficiency in HRMIS and ERP systems is an advantage.
- Strong understanding of Africa’s labor market dynamics and trends.
- HR certification (e.g., SHRM, CIPD, or equivalent) is an added advantage.
