Médecins Sans Frontières , an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of a replacement and an increase in activity, we are looking for a: MANAGER OF THE MENTAL HEALTH CENTER in Ile de France M/F.

Context :

Since 2017 Médecins Sans Frontières has managed a project in Ile de France (IdF). This project is composed of:

– A day reception in Pantin (93) for Unaccompanied Minors (UMAs), which provides support through three areas of activity: socio-legal, somatic health and mental health;

– An accommodation system, called “Passerelle” located in Sevran (93);

– A mobile clinic operating in Ile de France.

Main Mission:

– Define, implement and coordinate all activities related to mental health in the MNA in IdF program in accordance with MSF protocols and French legislation.

– Identify partners, establish and maintain links for networking.

– Ensure the quality of care and its good coordination with other departments.

– Supervise staff involved in activities related to mental health.

– Ensure the quality of data collection and produce analysis.

Responsibilities:

Programme :

– Identify and regularly assess the mental health and psychosocial support needs of targeted populations and propose strategic adaptations accordingly.

– Define, plan, organize, coordinate and supervise mental health activities in close collaboration with other activity managers, in accordance with MSF protocols, standards and procedures.

– Ensure that patients presenting to MSF structures receive adequate support, and, if necessary, guarantee referral to a specialized service.

– Collaborate with other Activity Managers, Project Coordinator and Deputy Project Coordinator in order to ensure the transversality and multidisciplinarity of the MNA project.

– Ensure good communication with other members of the team and be proactive.

– Plan and supervise, in close collaboration with the HR Manager/FIN HR department, the recruitment, training/induction, evaluation processes of the staff under his responsibility.

– Analyze and evaluate mental health activities (indicators, tools, data collection and analysis, regular reporting on mental health activities, etc.).

– Guarantee the control and evaluation of the implementation of Mental Health activities, in accordance with MSF protocols, standards and procedures.

– Produce monthly reports from the mental health center and participate in annual reports (SitRep, annual review, etc.) in accordance with MSF guidelines.

– Collect information concerning the obstacles to care encountered by unaccompanied minors throughout the Ile de France Project, and any problems not yet listed.

– Identify advocacy issues, discuss them with other division managers and report them to the Deputy Project Coordinator and the Project Coordinator, in charge of advocacy.

– In collaboration with the HR/FIN Manager, plan and monitor the budget planned for the mental health center.

Mental health network:

– Regularly update the map of mental health services that can accommodate unaccompanied minors on the IdF and maintain links with partners.

– Identify places of care to which to direct patients for medium and long-term care.

– Participate, depending on needs and operational priorities, in discussions and conferences on the mental health of migrants.

Clinical activity:

– Strengthen technical support to make the person-centered and multidisciplinary approach to patient care effective.

– Supervise SMSPS activities.

– Support the mental health team in the referral and assessment of patients to psychiatric emergencies and occasionally be able to participate in this.

– Provide consultations if necessary.

Required profile

Formation :

– Psychologist diploma recognized in France, DESS/Master 2 in psychology or diploma in medicine with specialization in psychiatry.

– ADELI number required.

– Training in migration, sexual violence and gender violence, or pcyho-trauma is an asset.

Experience :

– Experiences of humanitarian projects involving MHPSS activities

– Professional experience of at least two years is essential as a psychologist or psychiatrist in France.

– Experience in psycho-trauma.

– Experience in the field of migration or in multicultural programs.

– Professional experience with MSF or other NGO in an equivalent position.

Status: Fixed-term contract (CDD) 12 months, renewable.

Conditions :

€3,351.74 gross monthly over 13 months. 22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11.00 (60% covered by MSF). 50% coverage of public transport fare or equivalent.
