For 50 years of long-term support and constant presence in the field, COOPI has been engaged in breaking the cycle of poverty and responding to specific emergencies in numerous sectors, including Food Security, Humanitarian Aid, Health, Socio-Economical Services, Water and Sanitation, Disaster Risk Reduction, Human Rights, Education and Training, Migrations and Sustainable Energy.

We are recruiting to fill the position below:

Job Title: Management Information System (MIS) / CPIMS Officer

Location: Sokoto
Employment Type: Contract
Contract Period: 12 months and renewable based on performance and funding availability

Job Summary

  • Under the general guidance and direction of the MEAL Manager; the MIS Officer will be expected to support the BHA-funded Programme by providing trainings, supporting material and sparring on Information Communication Technologies (ICT) including, e.g. mobile data gathering, cash-out using redrose or any cash payment platforms, devices configuration/troubleshooting, and other technology tools to support MPCA activities.
  • Provide capacity building (training, coaching, on-the-job support, etc.), remotely or on-site, to staff and agents/vendors in redrose-related areas to ensure efficient and consistent adoption and use of redrose applications.
  • The MIS Officer will have a key role in establishing and promoting programme quality and innovation, which will be achieved through developing and improving monitoring, evaluation, impact assessment and learning methodologies.
  • This role will also be in charge of rollout and implementation of CPIMS + (Primero) and will support protection team. The role will have a high-level oversight in the running of the system and ensuring of technical support to the case management teams of COOPI.
  • This role has the ultimate responsibility for the configuration and maintenance of the Primero implementation. Furthermore, this role could have an M&E role as well.
  • Along with fully understanding Primero/CPIMS+, the system administrator will need to be familiar with cloud-based deployments, understanding provisioning servers, deploying applications, setting up monitoring and other security measures, as well as local server deployments, networks, and hardware configuration (laptops, etc.).

Primary Duties / Responsibilities

  • Worked on a Red Rose platform and mobile money transfer
  • Ensure quality of data through data verification procedures, including routine data quality audits
  • Configuration of cash devices ensure that all are in good working state
  • Troubleshooting of devices and top—up of cash cards
  • Reviewing existing data collection tools and systems and adapt to establish short term and long term central management information system platform for project
  • Participated in development of additional new databases, templates, guidelines and checklist for data collection, collation, analysis and reporting
  • Support MIS system adjustment and adaptation as well as monitoring and evaluation
  • Maintain a program database and ensure that the databases are updated regularly.
  • Support the MEAL Manager and MEAL officers in the development of tools and guidelines for data collection, collation and reporting.
  • Capture lessons learnt from various programs and share resources with the program teams and other partners where possible.
  • Prepare MIS reports on a monthly basis or as relevant including case studies as appropriate working with the MEAL Manager and project lead as well as program teams through proper channels
  • Developing systems to monitor data quality, routinely analysing it, and addressing issues that arise with the support of MEAL Manager
  • Collect complaints and feedback during field activities and ensure that these are shared with MEAL officer and Accountability officer to be updated on the CFRM database
  • Supported the Child protection team/sector to manage information.
  • Work closely with the Country Office CP and FTR teams, and other relevant technical and field staff on the roll out of the CPIMS /CPIMS+ where necessary.
  • Create a database of the beneficiaries and systematically feed into the system the registered information for each beneficiary, both on Excel and on the sectors’ standard tools (CPIMS);
  • Support the standardization, operationalization and harmonization of existing tools, forms and resources, SOPs and information sharing protocol.
  • Serve as an inter-agency liaison in rolling out CPIMS+;
  • Attend and initiate meetings with relevant community-based mechanisms/leaders to support case management and roll out CPIMS+;
  • Coordinate with MEAL officer/manager (where applicable) to develop strong CPiE SMART monitoring systems and indicators and ensure that they are tracked periodically.
  • Protecting the confidentiality of the case information – focal point for audit process.
  • Ensure the implementation of a child protection data protection protocol in case management;
  • Draft reports based on trends of cases for donors as needed

Profile of the Candidate (Education, Training, Competences, Skills)
Qualifications:

  • Bachelor’s Degree in Information Technology, Statistics, Economics, Bio statistics, , Social Science, Computer Science or Project Management.
  • Diploma in IT with a bias in Database Development will be an added advantage.
  • Certificate in M&E is a plus.
  • Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software such as STATA or SPSS (to be assessed)
  • Excellent skills in data visualization using different software including ONA, Power BI etc

Experience and Skills:

  • Minimum of 4 years of experience working in INGO’s or local NGO in developmental or in humanitarian programmes, with 2+ years in field postings, and 2+ years working for an international agency on management information systems development.
  • Experience of, and commitment to working through systems of community participation and accountability
  • Strong technical expertise including passion for handling large amounts of data and transforming it into compelling visualizations that facilitate analysis and decision-making.
  • Demonstrated understanding of intermediate statistics and the ability to summarize, generalize, and make predictions from large data sets.
  • Strong information management and telecommunication skills and proficiency in IT/computer skills (including sound MS Excel, Ms Powerpoint and Ms Word proficiency).
  • Problem analysis, judgement, handling ambiguity and decision making based on fact and figures
  • Technical expertise in various data analysis software and proven experience using mobile technology for data collection with experience of electronic data collection using tablets or other devices.
  • Excellent knowledge and experience in the use of ODK for digital data collection, ComCare and power BI for analysis and visualization is a must.
  • Experience in building iterative learning systems or feedback loops and approaches in human-centered design are strongly valued.
  • Field experience in developing practical, useful, timely monitoring systems, both at the program- and county-levels that promote use of data for adaptive management and learning.
  • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to limited-bandwidth or sub-standard infrastructure environments.
  • Ability to work independently and as part of a team
  • Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.
  • Commitment to and understanding of Save the Children International’s aims, values and principles.
  • This ToR shall be inclusive of any other task specifically assigned by the MEAL Officer and indirect supervisors for what concerns the implementation of the program activities.
