We are recruiting to fill the position below:

Job Title: Logistics Work Stream Assistant

Rationale

  • The Campaign Technical Assistants Team (CTAT) structure was established to support states with the planning and implementation of the LLIN distribution activities. 
  • The CTAT plays a critical function for the ITN mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the ITN campaign. 
  • The CTA will support a broadened state structure for the 2025 ITN campaigns. Each CTAT is composed of three (3) work streams – Technical, Logistics and Demand Creation.

Goal of the assignment:

  • The purpose of this TOR is assembling consultants that will serve as members of the CTAT and contribute towards the provision of state-level technical assistance and oversight on demand creation-related activities for the successful coordination of the 2025 LLIN mass campaign in Ondo State. 
  • Each CTAT member will provide training and technical support to the Ondo State Ministry of Health (SMoH) towards the mass campaign rollout in the state.

Specific Objectives

  • There would be three (3) members of the CTAT along the different work streams; viz: Technical (1), Logistics (1), and Demand Creation (1). 
  • The overall objective of this consultancy is to support the lead advisors/consultants/TAs, Malaria Consortium (MC) and Ondo state SMoH in the implementation of the 2025 LLIN mass campaign distribution in Ondo State by providing technical assistance and oversight as per this Terms of Reference (ToR).

Methodology:

  • The support would be via a combination of trainings, hand-holding, supervisions, monitoring and evaluation. 
  • Each CTA will work in sync with other CTAs, but would oversee the areas of their core competence, working closely with the work stream adviser, NMEP, SMEP, MC Senior Project Manager, MC Campaign Manager, MC M&E manager. 
  • The activity will commence with training and conclude after the campaign (net distribution) with the submission of a report. 
  • Data collection/reports would be via the ICT4D technology.

Scope:

  • The support would cover all the distribution points in all wards in all 18 LGAs of Ondo State. 
  • The exercise will commence during the training and will be concluded with a report, after the campaign (net distribution) proper.

The specific tasks include:

  • Working under the respective work stream advisors in the implementation of ITN campaign in Ondo state using the ICT4D technology.

Responsibilities
Logistics Work stream Assistant:

  • Support training for personnel at all levels of the supply chain on the use of ICT4D during the campaign (state, LGA, ward, conveyor and distribution point teams).
  • Track the transport and storage of LLINs throughout the supply chain (state warehouse to LGA warehouse, and LGA warehouse to distribution point storage.)
  • Verify storage points, and LLINs in store, relative to both needs for campaign and waybill from delivery.
  • Participate in in-process monitoring during household mobilization and LLIN distribution, and support state implementation teams to analyze data for presentation at daily review meetings.
  • Follow real-time feedback using ICT4D and flag any losses or damages to the Work Stream Advisor.
  • Use ICT4D data from LLIN distribution to ensure timely reconciliation and implementation of reverse logistics.
  • Monitor the logistic management of LLIN distributed during the campaign.

General Requirements

  • Minimum of First Degree in Pharmacy, sciences or related fields, with at least 3 years’ post- graduation experience.
  • Previous training by NMEP as a CTA and experience in LLIN mass distribution campaigns.
  • Familiarity with the use of ICT4D technology during mass campaigns is desirable
  • Knowledge of malaria and its prevention, diagnosis and treatment is required.
  • Previous experience working in Ondo state will be an added advantage.
  • Experience with a flexible approach to managing and prioritizing significant workloads and multiple tasks, in a fast-paced environment, with tight deadlines is required.
  • Training and supervision skills.
  • Excellent technical writing and oral presentation skills are highly desired.
  • A proven ability to work as part of a team and independently.
  • Excellent experience in using Microsoft Office, including Word, Excel, and PowerPoint.
  • Ability to work under stressful conditions and to remain flexible and calm under pressure.
  • Experience of proactively identifying and addressing bottlenecks/issues desired.
  • Experience of establishing strong working relationships with team members and state personnel.
  • Experience and understanding of technical and M&E issues related to mass LLINs campaign required.
  • Previous experience in electronic data monitoring systems desired.
