Your mission

War Child oPt seeks a motivated International Safety, Security, and Access Adviser (ISSAA) to join its team in Gaza for 6 months employment contract.

Position Summary

The International Safety, Security, and Access Adviser (ISSAA) for Gaza will work to establish the safety and security structure for War Child in Gaza, and to train the local staff to lead this function after the transition period, S/he reports directly to the Gaza Response Team Leader, with a Technical Reporting Line to the Global Security Adviser, and a functional reporting line with oPt Country Director and oPt Security and Logistics Coordinator. This pivotal role oversees developing and operationalizing a comprehensive safety, security, and access framework for War Child in Gaza. The ISSAA is responsible for implementing robust security measures, enhancing program integration, and fostering a culture of safety through proactive community engagement and strategic partnership development. A significant focus is placed on developing and refining emergency procedures to ensure rapid and efficient medical assistance and evacuation.

What you will do:

Strategic Security Management:

  • Lead the strategic planning and development of comprehensive security policies and procedures that align with both global standards and the specific operational needs of Gaza.
  • Regularly review and update the organizationโ€™s security management plans, incorporating innovative and context-appropriate security solutions.

Operational Security Development:

  • Spearhead initiatives to enhance physical safety and security at all War Child sites, implementing state-of-the-art security tools, technologies and methodologies.
  • Develop comprehensive access control and surveillance systems that integrate the latest security technologies and methodologies.
  • Develop and implement a movement protocol for War Child staff in Gaza.
  • Develop and implement a guards working protocol for War Child Offices in Gaza.

Equipment and Technology Management:

  • Oversee the procurement, functionality, and strategic use of advanced security technologies, including communication systems, digital mapping, and tracking devices, ensuring all equipment meets the highest operational security standards.

Emergency Medical and Evacuation Protocols:

  • Develop and refine comprehensive emergency procedures for medical assistance and evacuation, ensuring rapid and efficient response capabilities.
  • Coordinate with local and international medical facilities and emergency services to streamline emergency responses.
  • Conduct regular drills and ensure all staff are trained and familiar with medical emergency procedures.

Humanitarian Notification System Administration and Training:

  • Manage the training and use of the Humanitarian Notification System to enhance deconfliction of activities and movements, promoting best practices and operational security.

Training & Capacity Building:

  • Implement a Structured Training Plan for the Gaza Security Senior Officer, focusing on professional development and readiness to transition to the ISSAA role.
  • Deliver targeted security training and capacity-building programs that emphasize preemptive strategies, trauma-level first aid, and effective use of security technology.

Proactive Community Acceptance Strategy:

  • In Coordination with Gaza Local Staff, Champion community engagement initiatives that foster mutual understanding and support, integrating security operations with community needs to enhance program delivery and acceptance.
  • In Coordination with Gaza Local Staff, Organize community consultation forums, safety workshops, and cultural exchange events to build trust and collaborative relationships with local stakeholders.

Humanitarian Access and Stakeholder Engagement:

  • Develop strategies to ensure humanitarian access, maintaining strong relationships with local authorities and community leaders to facilitate safe and effective program delivery.

Your profile

  • At least 7 years of progressive experience in security management, risk management, or NGO field operations in high-risk environments, including experience setting up new safety and access systems.
  • Proven expertise in developing and implementing comprehensive security and access platforms for humanitarian organisations.
  • Completion of UK-certified HEAT/HEST training (or equivalent), with additional US or European certifications completed within the past 2 years.
  • Demonstrated knowledge of civic-military coordination and security risk management certifications (preferred).
  • Instructor or teaching qualifications (e.g., certified trainer) highly desirable.
  • In-depth understanding of humanitarian operations and resilience programming, particularly in Gaza/OPT.
  • First responder training (FREC3, MIRA, or equivalent preferred).
  • Significant experience in critical incident management and crisis response.
  • Proven ability to lead, supervise, and mentor staff, including capacity-building of national staff, in high-stress, multicultural environments.
  • Proficiency in English (Arabic desirable).
