The Innovative Programming Models Expert works to ultimately supporting the strengthening of International Programmes (IP) internal capacity to identify, access and implement innovative forms of programming and innovative funding modalities – particularly related to new operational, financial and business models.

He/she:

  • Leads on identifying, assessing and sharing innovative existing and new models from SCA experience (and beyond) within SC Italy.
  • Leads on assessment, learning and supports potential development of new and existing programming models within SC Ita portfolio, in coordination with Institutional and Transformational Partnership team if necessary.
  • Acts as advisor on elements of innovative business models/innovative financing of new funding opportunities with a particular focus on feasibility, awards and contracts management within SC Ita and SCA frameworks, risks and partnership models.
  • Supports on donor and partners’ engagement, and in scoping and accessing new sources of innovative funding income opportunities.

The Innovative Programming Models Expert sits within the Programmes Management and Development team, and contributes to Governance, Legal, Awards, Partnership and Programmatic Operational perspectives of Innovative business Models opportunities.

The role acts as International Programmes focal point for Innovative Programming Models within SC Ita IP.

Within the Programmes Management and Development team the role is the main point of contact for all new opportunities, identifies risks and proposes solutions.

Within SC Ita, in particular, he/she works strictly with T&O Innovative Financing function, the Institutional and Transformational Partnership relevant functions), Programmes Quality Impact and Innovation (and the MEAL Result Based dedicated function) as well as the rest of IP and non-IP relevant staff.

Within Programmes Management and Development specifically, identifies existing experiences, or opportunities to develop new programming models. He/she support the understanding of the programmatic opportunities presented by innovative financing and business models, and acts as advisor on scale up or transfer of opportunities between geographies.

At least for the first year, and until 2025 strategy design is finalized, it is expected a 50-60% LoE on the development of SC Ita Development/ Impact Bonds, and a further 40-50% LoE supporting internal learning and sharing of existing SCA experiences, as well as supporting the structuring further New Business Development opportunities (such as Cassa Depositi and Prestiti, Bank Opportunities, etc) lead by the Institutional and Transformational Partnerships team.

In particular, it will focus on realization Result Based programming ensuring all aspects of Governance, Legal, Awards, Partnership and Programmatic Operational perspectives are included.
