The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation. We provide assistance, protection and durable solutions to refugees and internally displaced persons worldwide. What is NRC? NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences – Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.

Responsibilities

Generic responsibilities 

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Assist with the implementation of civil and legal identity, housing, land, property (HLP) rights and collaborative dispute resolution (CDR) activities. 
  • Prepare and develop status reports as required by supervisor.
  • Ensure proper filing of documents. 
  • Promote and share ideas for improvement of the support function.
  • Involve and inform communities and community leaders about the activities to ensure accountability. 
  • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans.
  • Assist officers to ensure that procurement and distribution of materials are timely and according to procedures.
  • Perform any other professional duties as requested by the officers, team leaders, coordinators or the ICLA PM. 
  • Promote the rights of IDPs/returnees in line with the advocacy strategy. 

Specific responsibilities 

  • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities in particular the information and counselling sessions, legal assistance, and capacity building trainings.
  • Assist In the documentation of project achievements and deliverables including compiling periodic reports.
  • Contribute to the development of training materials and information dissemination materials adapted to the location and context
  • Engage in community mobilisation and beneficiary engagement. 
  • Provide updates and contribute to an updated M& E system in the country.
  • Integrate gender, protection, and advocacy priorities during ICLA project implementation.

Qualifications

Generic professional competencies: 

  • Experience from working in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of English 

Context/ Specific skills, knowledge, and experience: 

  • University Degree in law or social sciences from a recognized Nigerian university, a thorough knowledge of the application of Nigerian law in displacement context
  • Work experience in the field of law (e.g., courts, attorney or legal aid agencies) and humanitarian protection. Preferably experience in working with displaced populations. 
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile 
  • Managing resources to optimize results.
  • High-level competency in computer skills (Microsoft Office applications)
  • Fluency in English, both written and verbal
  • Fluency in Hausa and Kanuri languages both written and verbal. Kanuri speaking candidates from the locality are strongly encouraged to apply.
