The Program Development Manager aims to be responsible for the design, development, and implementation of the Information, Guidance, and Legal Assistance (ICLA) program in Mexico.

¿What will be your responsibilities?

  1. Responsible for development, review and adaptation of ICLA strategy, POPs / technical guidelines and macro logical frameworks.
  2. Compliance and adherence to ICLA NRC policies, tools, manuals and guidelines
  3. Responsible for the development and management of financing proposals, project budgets and donor reports.
  4. General management of project staff and responsible for recruiting staff.
  5. Coordinate and manage the implementation of the ICLA project (activities, budget and project documentation) according to donor proposals, strategies and requirements.
  6. Ensure project staff capacity development and transfer key skills

Education and experience requirements

  • University professional in law or studies related to the call, with a postgraduate degree in project evaluation, information management, research.
  • Minimum 3 years of experience in a high-level project implementation position in a humanitarian / recovery context.
  • Experience working in complex and volatile contexts.
  • Technical experience in legal aid programming
  • Documented results related to job responsibilities.
  • Knowledge about skills / own leadership profile.
  • Fluency in English and Spanish, both written and verbal.
  • Valid driver’s license
  • Experience and knowledge of the Latin American context.
  • Knowledge of the humanitarian context in Mexico.
  • Knowledge of relevant international, regional and national legal and political frameworks, with a focus on international humanitarian law, human rights and protection standards.
  • Experience in the implementation of new protection programs, including evaluation, development of strategies and program proposals.
  • Experience in training and capacity building of staff, leadership, and aptitude for community mobilization.

  • Contract type: 12-month employment contract.
  • Compensation / Benefits: According to the NRC salary scales, its terms and conditions, this position is Grade 9.
  • Location: Mexico, with 50% travel in the region.

Increasing restrictions on accessing asylum in the United States have led to an exponential increase in asylum applications in Mexico.

The Country Office (CO) of NRC North Central America and Mexico (NCA&M) was established in January 2021 and currently NRC operates in four countries: in Honduras, El Salvador, Guatemala and Mexico. As the magnitude of the humanitarian situation in Mexico continues to rise, NRC is currently expanding its programs in southeastern and northeastern Mexico.
