QUALIFICATIONS
Purpose of consultancy
The purpose of this consultancy is to hire a qualified Human Resources consultant who will revise the planning of staff allocation for the new PHEOC in the Institute of Public Health including reorganization of the functions, roles, and responsibilities to cope with the new positions expected in routine and during the emergency response mode and deliver a sustainable Human Resources Plan.
Background
Montenegro is in the process of establishing a Public Health Emergency Operations Center (PHEOC) that will serve as a hub for better coordinating the preparation, response, and recovery of public health emergencies. World Health Organization CO Montenegro is supporting the country in this endeavor, in collaboration with the Ministry of Health and the Institute for Public Health and EU funding through the project Support in establishing a fully operational Emergency Operating Centre (PHEOC). The specific objective of the project is to ensure that the capacities of the Institute of Public Health are strengthened to respond effectively to public health requirements for all future outbreaks of contagious diseases in the country through a functional Public Health Emergency Operational Centre (PHEOC) and to ensure real-time data analysis and information management from different sources of information, better coordinate resource availability to response, articulate with partners at the national and international level, adjust risk communication key messages, and guide the implementation of public health and social measures (PHSM).
Deliverables
- Deliver a report outlining:
- preliminary findings, questions, and recommendations, and;
- the final suggested work plan that includes, inter alia, the methodology/approach to the assignment .Advertisement
- Develop a sustainable national PHEOC HR plan including both dedicated IPH staff and other staff designated to have a role in PHEOC implementation in surge situations. This plan is to reflect the needs of the newly established PHEOC, in line with the national legislation for routine and emergency response modes.
- Produce, following the desk review and preliminary analysis, a report that would delineate the international best practice model/s to review the current policies, and procedures of Human Resources, and draft new ones.
- Develop a user-friendly Management by Objectives (MbO) framework and associated templates/tools, in line with PHEOC’s structure. Provide written guidance regarding the use of the MbO framework, and management in reviewing and updating the terms of reference of all staff.
- Train and/or coach all managers (including designated staff) to adequately use the MbO system and set performance objectives, including ensuring that all staff are orientated to the system, and providing actionable recommendations for the long-term success of the system.
- Provide recommendations and written guidance for the strengthening of PHEOC recruitment and onboarding process. This guidance should enable PHEOC to attract the best possible fit for all new positions and ensure that new hires are adequately oriented to all organizational policies and processes relevant to their position.
- Provide senior management with change management recommendations on how to effectively roll out the new HR plan across the organization(s).
- Submit and present (PPT) the final Report above informed by comments received and finalized in compliance with relevant WHO standards and EU requirements.
Qualifications
EDUCATIONAL QUALIFICATIONS
Essential:
A Master’s degree in Human Resources Management, Psychology, Law, or related Social Sciences.

Essential:
Over 10 years of work experience in Human Resources Management and/or Development.
Desirable:
Experience working with government officials, the United Nations, and/or other intergovernmental organizations.

• Proven expert ability to engage with national stakeholders, provide technical briefings, and support capacity-building projects.

Location
On-site: in Podgorica, Montenegro at the IPH premises and
Off-site: Home-based.
Travel
The consultant is expected to come for one in-country mission to Podgorica (days to be agreed).
Remuneration and budget (travel costs are excluded)
• Remuneration: Daily rate of USD 500 (Band level C).
• Expected duration of contract: 20 working days from 1 March to 30 May 2024 (tentative).
