Project Description and Role:

Palladium is currently seeking HIV Data Use Advisor(s) in Panama to support the implementation of the Data for Implementation (Data.FI) Project. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and maintain access to high quality data to accelerate the control and maintenance of the HIV epidemic.

Data.FI supports host country governments to improve existing health information systems (HIS) and conduct in-depth analysis of epidemiological and program data to inform responses to manage gaps in programming and sustain impact by supporting the transition of local partners.

In Panamá, Data.FI will lead a team of technical advisors with expertise in digital health and quality management systems to help the government through USAID better monitor and mitigate the impacts of the HIV epidemic.

Purpose of Position:

The Data Use Advisor will work closely with the National HIV, AIDS, and STI Program, Health Regions, and technical partners present at the regional health level to leverage data from existing health information systems and enhance the reporting and use of HIV/AIDS related data. The Data Use Advisor will support activities to develop high impact analytic products and support the implementation of high impact data analysis structures (such as situation rooms).

Main Duties and Responsibilities:

· Accompany the Data.FI colleagues and key stakeholders from the HIV, AIDS, and STI Program of MINSA in HIV data use and analysis and to harmonize performance targets across the HIV cascade for testing performance, linkage to care, and ART adherence.

· Adapt the methodological guidance document for the Data.FI intervention to help build capacity in the regions and hospitals under its charge to sustain data use results and produce measurable improvements in HIV performance indicators. The methodology should leverage adult learning principles to create interactive sessions designed to engage critical thinking skills, foster accountability, and be highly systematized to facilitate replicability.

· Develop and follow up on the documented action plans that detail the agreed-upon improvement actions during each HIV epidemiological situation room meetings, related to the indicators being analyzed.

· Document capacity building activities to ensure the ability of local stakeholders to lead the situation room, including meeting management, convincing analysis, and accountability for the action plan.

· Lead the development of data use briefs from regions in charge: A quarterly summary describing the impact that frequent data reviews leveraging quality improvement tools have had on improving HIV prevention and control.

· Support for coordination with health authorities, implementing partners, and key individuals in the national response to HIV/AIDS.

· Lead the collection, integration, and visualization of HIV cascade data in the Data.FI HIV dashboard for use in situation room meetings.

· Identify and advise on mitigation strategies to address data limitations and data quality issues.

· Participate in weekly Data.FI Panama team meetings.

· Support Data.FI data use technical teams in other efforts in the region, as required.

Required Qualifications:

  • Clinical degree (nurse, clinical officer, doctor of medicine) or master’s degree in public health or health care management required; both preferred.
  • Experience in promoting evidence-based decision making within healthcare management or facility settings.
  • Demonstrated skills in building regional and municipal stakeholder capacity in data demand and use, data communication, and promoting evidence-based decision making. This includes strong ability to facilitate the interpretation and use of data by program managers.
  • Familiarity working with data from national health information systems in Panama.
  • Experience working with government staff (at subnational and national levels) on strategic health information work in Panama.
  • Demonstrated understanding of data flows in Panama, and the information needs of stakeholders from facility level to national level.
  • Experience working at different levels of the health system, from regional to national level, in Panama, including strong working relationships with government staff working on strategic information, monitoring and evaluation, and informatics.
  • Ability to work legally in Panama.
  • Familiarity with PEPFAR MER indicators would be an asset.

  • Experience using data analysis and business intelligence tools a plus.
  • Fluency in Spanish is required, professional fluency in English is preferred.

Purpose of the position:

The Data Use Advisor will work closely with the STI, HIV and AIDS Section -SIVS-, the Health Regions and the technical partners present at the regional health level to take advantage of data from health information systems and improve the reporting and use of HIV/AIDS-related information. The Data Use Advisor will support activities to develop high-impact analytical products and support the implementation of analysis structures (such as HIV epidemiological control rooms).

Main Duties and Responsibilities  :

  • Accompany Data.FI colleagues and key SIVS actors from MINSA and prioritized Health Regions, for the Use and Analysis of HIV Data, to harmonize performance objectives throughout the HIV cascade for testing performance, linkage to ART care and compliance.
  • Adapt the methodological guidance document for the Data.FI intervention, to help build capacity in the regions under its responsibility to sustain data use results and produce measurable improvements in HIV performance indicators. The methodology should leverage adult learning principles to create interactive sessions intended to engage critical thinking skills, encourage accountability, and be highly systematized to facilitate replicability.
  • Develop and monitor documented action plans that detail the improvement actions agreed upon during the meetings of each of the HIV epidemiological control rooms, and related to the indicators that are being analyzed.
  • Document capacity building activities to ensure local stakeholders can run the control room, including meeting management, compelling analysis, and action plan accountability.
  • Lead the development of data use summaries for the regions in charge: A quarterly summary, describing the impact that frequent data reviews through quality improvement tools have had on improving prevention, care and control of HIV.
  • Support coordination with health authorities, implementing partners and key people in the national response to HIV/AIDS.
  • Lead the collection, integration and visualization of HIV cascading data into the Data.FI HIV dashboard for use in situation room meetings.
  • Identify and advise on mitigation strategies to address data limitations and data quality issues.
  • Periodically update the records of the implemented rooms
  • Participate in weekly meetings of the Data.FI Panama team.
  • Support the Data.FI technical team in other efforts in the region, as necessary.

Required Qualifications:

  • Health Professional (nurse, clinical officer, medical doctor).
  • Experience in promoting evidence-based decision making within healthcare management.
  • Ability to build the capacity of national and municipal stakeholders on data demand and use, data communication and promoting evidence-based decision making.
  • High capacity to facilitate the interpretation and use of data by program managers.
  • Familiarity in working with data from national health information systems in Panama.
  • Experience working with government personnel (at the subnational and national level) taking advantage of strategic information for health in Panama
  • Understanding of data flows related to the HIV program in Panama, and the information needs of interested parties from the establishment level to the national level.
  • Experience working with the different levels of care of the Panama health system.
  • Ability to work legally in Panama.
  • Familiarity with PEPFAR MER indicators will be valued
