Background

WHO has been entrusted with the implementation of the Health Systems Strengthening (HSS) component of the Health Sector Transformation Project (HSTP) under the Multi Donor Trust Fund (MDTF), managed by the World Bank, which commences in July 2024.  The HSTP under the MDTF has been conceived as part of the process of increasing efficiencies, reducing transactional costs and improving health system and service delivery impact within the health sector. The HSTP consists of two components: Health Service Delivery (HSD) and Health systems strengthening (HSS) that will be implemented by UNICEF and WHO respectively, while ensuring synergy and complementarity to maximize impact.

The HSS interventions were jointly developed under the leadership of the Ministry of Health in collaboration with partners and are aligned to the Health Sector Strategic Plan (2023-2027) priorities. They are structured along the following eleven program areas: Emergency Preparedness and Response; Laboratory Systems; Blood Transfusion Services; Health Information Systems; Health Financing; Leadership and Governance; Partnerships; Quality of Care; Essential Medicines; Human Resources for Health; and Disease Control.

The WHO country office is therefore embarking on implementation of the health systems strengthening component of the HSTP and requires national Health Systems Strengthening consultants to provide technical assistance and support implementation of the health systems strengthening program area interventions.

Duties and Deliverables

Duties:

  • Support the Ministry of Health in strengthening its leadership role, managerial functions, coordination and regulatory functions through governance capacity development, strategic and operational planning, and effective public private partnerships.

  • Provide technical support and facilitate policy dialogue for development and implementation of national health policies, strategies, and plans at national and subnational level (States and Counties).
  • Provide technical assistance for the development and implementation of national health financing strategies, tools, and data on health expenditures.
  • Support the Ministry of Health to strengthen its health information systems to ensure generation, analysis/interpretation, and use of evidence for decision making as well as institutionalization of comprehensive health sector performance review mechanisms.
  • Support the development and implementation of essential health service packages and service delivery models based on primary healthcare that fosters safety and quality of care.
  • Provide technical assistance for the development and implementation of effective human resources for health strategies for improved health workforce production, management, and information for human resources for health planning. 
  • Provide technical assistance for the development and implementation of essential medicines strategies and systems for improved access, rational use and regulation of essential medicines and supplies.
  • Support the Ministry of health in the development and implementation of policies, plans, standards, norms and regulations for laboratory infrastructure, equipment, and supplies.
  • Support the Ministry of health in the development and implementation of blood transfusion systems and services plans, standards and norms for improved access and utilization of safe and adequate blood products and transfusion services.

Educational Qualifications:

Essential: University degree in Medicine or Public Health or Pharmacy or Health Management

Desirable:Master’s degree in public health, Health Policy, Health Services Management, Health Systems or related fields.

Experience:

Essential:  At least Five years ofworking experience in health systems development including health policy, planning, financing and reforms, human resources for health, service delivery systems. Experience working with national health authorities and with multiple high-level stakeholders.

Desirable: Relevant experience working in WHO, UN or other international organizations

Skills/Knowledge:

·         Demonstrated ability to provide sound methodological and technical advice and guidance to Ministry of Health and other stakeholders including donors.

·         Practical analytical skills necessary to translate data or information into concrete action.

·         Excellent report writing skills.

·         Able to work effectively in a diverse team environment.

Languages and level required.

·         Expert knowledge of English
