The Health Systems Strengthening (HSS) Advisor will provide technical and strategic leadership; work with MoH at national and county levels, partners, and other stakeholders to ensure coordinated execution of Health Systems Strengthening, HSS intervention; and advocate for greater investments in Health and Community systems. The Advisor will ensure that all activities are implemented in alignment with the current GOK strategies and priorities in the health sector, namely the recent health reform Acts to support the roll-out of UHC, and a transformation of the social health insurance.
DUTIES AND RESPONSIBILITIES
- Serve as the champion for sustainability and HSS by facilitating cross-linkages across systems.
- Provide the political, geographic and technical guidance that together with strategic alignment that will shape the development and implementation of HSS investments at Amref and Kenya
- Coordinate and support the implementation of HSS interventions in close collaboration with relevant MoH departments, Counties and other HSS stakeholders
- Provide strategic leadership and guidance for the development and implementation of HSS investments in line with Government of Kenya strategies and priorities
- Develop and implement robust monitoring and evaluation frameworks for health systems strengthening interventions
- Support national and county level implementation of the Primary Care Networks (PCNs) in alignment with the PHC Act including the development of a dashboard to monitor PCN performance.
- Support Kenya NPHI operationalization
- Working with counties and county transition teams (CTTs) to build capacity around key responsibilities linked to transition program elements of the HIV programs to the Counties.
- To support implementation and sensitization of the Social Health Authority (SHA) at the county level to align with GOK timelines and facility linkages to the SHA/SHIF systems.
- Supporting HRH activities at national and county levels, including supporting alignment of PEPFAR workforce to GOK structure, coordinating engagement meetings, capacity building on HR management, tools and reporting and use of HRIS.
- Support county HRH units and the development of overall county HRH dashboards and milestone tracking for HRH transition to government payroll.
- Use health systems data for decision making to include supporting modelling sustainability approaches for key cost drivers for the HIV program working with the government and PEPFAR.
- Build strong partnerships with the government, donors, CSOs and other key stakeholders to ensure the effective execution of HSS interventions
- Provide targeted technical assistance to PEPFAR projects and programmes in the department through supportive supervision, mentorship and on-the-job training
- Provide leadership in the documentation of best practice models in the HSS with the support of Program Director, Communications Unit and other relevant departments.
- Provide technical leadership in identification of relevant HSS policy issues and supporting policy advocacy action/process in liaison with Program Director and Advocacy focal person within Amref.
- Develop and maintain working and advocacy partnerships with health and development stakeholders in HSS program areas, including Counties of coverage and MOH policy for a (HSWG, COEs).
- Represent Amref on relevant National technical working groups, committees, and meetings
- Identify and test the implementation of complementary innovative financing approaches and models for HSS programmes through private sector engagement and other non-traditional donors such as philanthropy organizations
- Provide support in the research, identification and testing of new social ventures/enterprise ideas and solutions from HSS program that can be scaled up to feed into the organization’s sustainability agenda.
EDUCATION, EXPERIENCE AND ABILITIES
Education and Experience
- A Master’s degree in health policy and administration, health economics, health systems, public health, health sector development or related field.
- Minimum five (5) years of relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas of health policy and administration, health economics, health sector development, public health at the national level.
- Demonstrated ability to work effectively with numerous counterparts, including donors, Ministry of Health officials, local partners and other NGOs.
Knowledge, Skills and Competencies
- Excellent English verbal and written communication skills
- Ability to work with a great deal of independence
- Ability to coach, mentor and develop technical capacity in national programs and technical staff in health systems strengthening
- Demonstrated in-depth understanding of Kenya healthcare system, particularly the public health system.
