These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Health Safety and Security Team Leader to join our team in Yola, Adamawa State. You will be responsible for the Health Safety and Security functions for the NRC Area South office.

Role and responsibilities

The purpose of the Health, Safety, Security (HSS) Team Leader position is to lead the collection, analysis, reporting, and dissemination of HSS risk information internally to all NRC Area Office South staff, consultants, and visitors and liaise with relevant government departments and local leaders for unimpeded access to programming locations.

Generic responsibilities

  • Ensure adherence with the NRC Area Office South Security Management Plan and SOPs
  • Implement delegated Security tasks according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure security support to projects targeting beneficiaries most in need, and explore and asses new and better ways to support Program teams.
  • Promote and share ideas for technical improvement.
  • Development of holistic and needs-based programs, including cash-based interventions and market-based programs.

Specific responsibilities 

These responsibilities adapted to the particularities of the job location and context.

  • Work with the Area Manager, FO Coordinator, CC project managers, and coordinators on emergency preparedness for their programs, providing oversight and technical support regarding security and emergency evacuations.
  • Monitor and analyze the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information for informed decision-making.
  • Ensure the implementation of relevant mitigation measures in the field to reduce risks to an acceptable level.
  • Ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared with Area and Field office staff on security situations
  • Support Area and Field Office staff in ensuring NRC’s partners have solid HSS management system in place also conducting capacity-building activities when relevant.
  • Facilitate an ongoing culture of learning as it relates to health, safety, and security and arrange for ongoing training, including HEIST, on-site training, new staff inductions, visitor briefings, etc., in line with NRC policies.
  • Perform Liaison tasks such as tracking TARs and access negotiation alongside the AM.
  • Build relationships and negotiate with the community the authorities, and attend meetings.
  • Support in investigations and report Safety incidents within the organization mandates to the HSS System and Line Manager while ensuring strict confidentiality.
  • Report significant incidents of NRC-related issues promptly to the appropriate management/staff using prescribed reporting forms and modalities.
  • Ensure the reports are disseminated promptly to the appropriate NRC staff and offices. Liaise with other local stakeholders and authorities in the proper level.
  • Collaborate with the Safety Department, conduct physical assessments and surveys of offices, fields, Safety protocols, vehicles, and staff residences to ensure compliance with Minimum Operating Safety Standards (MOSS) and Minimum Operating Residential Safety Standards (MORSS).
  • Promote and share ideas for improvement of the Safety of staff and Liaison function on Operation related issues in NRC AO & CO.
  • Prepare and develop status reports as required by management.

Eligibility Criteria

Applicants must have:

  • Experience working in Health, Safety, and Security in a humanitarian/ recovery context for at least 3 years.
  • Previous experience working in complex and volatile contexts, especially in North-eastern Nigeria.
  • Experience in risk management for implementing partners and remote management.
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Arabic, both written and verbal
  • Previous experience in delivering training and capacity-building activities.
  • Experience working with State and Non-state Actors in northeastern Nigeria.
  • Takes responsibilities with the ability to work under minimal supervision.
  • Excellent communication skills.
  • Nigerian nationality.
