ADRA Madagascar is part of the ADRA Network and was established in Madagascar in 1992 to provide development and relief assistance to people who need it most, like regions affected by disasters and facing severe, chronic food insecurity and malnutrition such as central, southeastern, and southwestern Madagascar.

SUMMARY
ADRA Madagascar is seeking a Graduation Approach and Social Protection (GASP) Advisor for an anticipated USAID/BHA–funded Resilience Food Security Activity (RFSA) in Madagascar. The project aims to reduce and prevent chronic malnutrition in the regions with severe, chronic food insecurity and malnutrition.

The GASP Advisor will oversee the social dimensions of food security and community resilience across all activity components, ensuring that all components work together and create multiplier effects. They will also oversee SLI with external actors and ensure that technical interventions are integrated, sequenced, and layered appropriately.
This position will be based in the Grand Sud-Est Region in Madagascar. It is contingent upon receipt of funding and requires donor approval.

PRE-REQUISITES
Required
- Advanced degree (Master’s or higher) in development studies, international relations, agriculture, nutrition, public health, business administration, or related field; two additional years of applicable experience can substitute for a master’s degree.
- Have a demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources in collaboration with the M&E Lead and Strategic Learning Advisor
- Minimum of 5 years of graduation approach experience is required.
- Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Expertise in food security technical sectors, monitoring and evaluation, and financial management.
Demonstrated experience in adaptive management and learning techniques is essential.
- Mastery of USAID/BHA rules and regulations.
- Written and spoken command of English and French languages.
Preferred
- Knowledge or understanding of social, economic, cultural and political context in Madagascar.
- Direct experience in Madagascar.

RESPONSIBILITIES
- Ensure activity design adheres to the graduation approach and its five components
- Design and implement the graduation approach
- Understand and integrate local social protection systems, safety nets, and socio-cultural factors while targeting participants
- Oversee the social dimensions of food security and community resilience across all activity components
- Ensure all components work together and create multiplier effects
- Oversee SLI with external actors
- Ensure technical interventions are integrated, sequenced, and layered appropriately
- Ensure that overall technical implementation quality remains consistent and of high quality among all of the sub-awardees and implementation locations in the award
- Perform other duties as assigned.

TRAVEL
Up to __50___% domestic and international travel required. Must have the ability to travel on short notice if necessary.
