Your Impact

  • As the Global Budgeting and Reporting Officer, you will support and lead cost proposals for new business opportunities, analyze and prepare financial reports, and manage financial aspects of a project.
  • Reporting directly to the Senior Manager Global Budgeting and Reporting, you will analyze figures and implement recommendations based on findings.
  • You will guide regional project offices and project staff regarding management of financial, budgetary and contractual issues.

Key Responsibilities
New Business Cost Proposal:

  • Assist in developing cost proposals including budgets, narratives and any other necessary cost forms.
  • Lead local country staff on the cost proposal process.
  • Ensure compliance with donor and Pathfinder requirements.
  • Liaise with partner organizations.

Financial Management:

  • Work with teams to track financial performance against approved budgets, key performance indicators and milestones.
  • Review status of projects and budgets and prepare required reports.
  • Guide project managers in preparing and monitoring expenses and projections

Award Administration:

  • Track key indicators and project spending for Pathfinder awards.
  • Prepare donor required invoices and financial reports in accordance with award terms and conditions.
  • Maintain award data in Pathfinder’s award management system.
  • Work with country office teams to develop budget revisions for existing awards.
  • Provide budgetary review for sub-awards and project related procurement.  
  • Assist in the response of program specific financial audits

Budgeting:

  • Work with and supports country teams on any necessary budget revisions.
  • Assist in the preparation of the country offices annual budgets.
  • Supporting financial planning and analysis (FP&A) process for Pathfinder’s annual budget.

Project forecast tracking:

  • Maintain and update project forecasts in databases and tracks budget vs actuals monthly and quarterly.

Capacity Building:

  • Work with the Budgeting and Reporting Manager to provide training to country office staff to improve the financial management capacity of staff.

Compliance:

  • Ensure financial management of Pathfinder awards, comply with Pathfinder policies and procedures and applicable donor rules and regulations

Process Tools and Improvement:

  • Support the design, implementation, management and monitoring of award systems and processes.

Issue Escalation and Resolution: 

  • Communicate and/or escalate issues, including budget overruns, losses, non-compliance in a timely manner to the Global Finance Director for resolution.

Project Management and Participation:

  • Assist or participate in cross-functional project teams.

What You Bring

  • Bachelor’s Degree in Accounting, Finance or Business Management, or related field, or equivalent, or a combination of education and experience that yields the required competencies.
  • 4 years’ professional experience working in finance, financial monitoring, policies and administration.
  • Work experience with a multinational organization
  • Work experience non-USG donors
  • Proficiency in MS Word, Excel, PowerPoint

Preferred Qualifications:

  • Work experience in international Finance and Accounting in an organization of at least $50M in revenue with multiple international offices
  • Work experience with Serenic/Microsoft Dynamics NAV financial systems
  • Fluency in French and English
