CONTEXT

  • The Project Officer works with the Project Coordinator on the CDP project alongside other members of the project to provide overall coordination on the project within their respective LGAs and lead on community engagement and other activities as agreed with the donor. Also, the role provides guidance to the partner organization and ensures proper documentation and reporting in line with the result framework and visibility strategy for the project

OBJECTIVE OF THE POSITION

  • The Project officer will play a key role in supporting the effective implementation of activities of the project titled “Support to Improving Social Cohesion through Community Development Planning in 3 LGAs of Adamawa and Borno states”. This project aims to enhance social cohesion, resilience, and inclusive and participatory community development in the targeted 31 wards of Guyuk LGA in Adamawa, Biu LGA, and Kwaya Kusar LGA in Borno. The Project Officer will be responsible for ensuring the effective implementation of the project’s activities, including CDP sessions, stakeholder engagements, and monitoring and reporting progress in the assigned LGA. The Project Officer will work with the Project coordinator at the state level and the implementing partner at the LG level to ensure that activities/outputs are carried out in line with the objectives of the project and Oxfam’s core values. The role reports to the project coordinator.

KEY RESPONSIBILITIES (Technical, Leadership, Partner management, Reporting and Documentation)

Responsibilities:

  • Responsible for the operation and technical delivery of LGA-level engagements and effective implementation of the project ‘Support to Improving Social Cohesion through Community Development Planning’ activities with local government representatives and community-level stakeholders.
  • Deliver support for improved governance and service delivery within the assigned local government.
  • Maintaining strategic relationships with government counterparts and other relevant stakeholders, including local government, ward development committees, civil society, and development partners.
  • Support the Project Coordinator and M&E Officer in developing, planning, and implementing the project activities and ensuring is achieving its objectives.
  • Support partners in facilitating the CDP sessions, training of The LG development coordination committee, ward development coordination committee ward development support committees,
  • Ensure the integration of cross-cutting considerations, such as gender and diversity (inclusion of people with disabilities, IDPs, host communities, returnees,) conflict sensitivity and environmental considerations.
  • Work with the project coordinator at the state level to identify and develop intervention concepts, Terms of reference and budgets, in line with project objectives and goals.
  • Ensure weekly and monthly targets for activity and commitments are met.
  • Engaging partners in developing an LG plan for the ten sectors and budget priorities and strengthening LGA budgeting and planning processes while adapting citizen engagement and participatory planning (CEPP) policy as a guide and collaborating with LGDCCs, and WDSCs to raise budget literacy.
  • Applying a Do No Harm approach, collaborate with implementing partners and LG stakeholders to mitigate the potential safeguarding issues.
  • Provide training and mentoring to LGA political and administrative leadership and other heads of units/depts on developing systems for inclusive community development planning, budget preparation, and more rigorous monitoring and evaluation strategies for the LGAs. Facilitate workshops
  • Tracking improvements at the assigned LGA levels in all areas of governance including, budgeting, finance, revenue and planning processes.
  • Coordinate with the Monitoring, Evaluation, Accountable and Learning officer to report on indicators.
  • Compile and submit reports to the project coordinator on a weekly, monthly, and quarterly basis.
  • Participate in regular project team meetings and contribute to project planning, decision-making processes, reporting and documentation

 WHO ARE WE LOOKING FOR?

Education/Knowledge & Experience:

  • Bachelor’s degree in agriculture, Development Studies, Economics, or a related field
  • Excellent analytical and critical thinking ability.
  • Strong skills in community mobilization and engagement, facilitation, presentation to a wide range of stakeholders and effective communication
  • Commitment to and knowledge of working with partner-led operational approaches, developing and supporting partner organizations to achieve direct impact and results relating to the program objectives
  • Excellent personal communication skills, in written and verbal English, with high impact influencing and persuasive skills an able to represent Oxfam to donors and external institutions
  • Experience and ability to work well within a team to achieve and deliver results.
  • Ability to work effectively with others persuading, influencing, negotiating and supporting, following as required to achieve targets
  • Ability to manage competing tasks; ability to prioritize and produce high level output consistently.
  • Strong analytical skills and experience using a computerized information management system (Ms. Word, Excel etc.)
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work
  • Understanding of and commitment to Oxfam’s One Program Approach (linking humanitarian, development & influencing work)
