JOB CONTEXT:

HI Rwanda is part of HI East African Regional (EAR) program encompassing the countries of Kenya, Rwanda, and Uganda with Uganda as the regional hub. HI Rwanda has currently 6 different projects, operating in the 30 districts in Rwanda with more than 120 national staff financed by USAID, DGD, MAELUX, UNHCR, AFD covering various themes: Inclusive education, Inclusive Nutrition & Early childhood, Mental Health in refugee camps, GBV in school, Rehabilitation/3D printing. The position is based in Kigali (both at FHI 360 and HI offices), with travel to specific project area in the country. The project is a consortium made of FHI 360 (The lead), CARE international and HI, as sub to answer quality and access/retain to school for girl and youth with disability. HI will be responsible to ensure harmonized approach and quality inclusive education interventions & social inclusion (in link with education approach) of the project, including the technical support to the consortium partners.

YOUR MISSION:

Attached to our Regional Inclusive Education Specialist, your main responsibilities will be:

Mission 1. Providing specialized expertise in the form of policy guidance and technical support to GIRL, the consortium partners and the program in accordance with the technical frameworks and general standards of inclusive education.

  • Provide appropriate technical guidance and support to the project manager, the project members and the consortium partners throughout the project cycle at the field and national levels
  • Adapt the project’s technical documentation as required to the project and Rwanda contexts, in accordance with global technical standards, as well as other institutional policies such as the Disability, Gender and Age policy, the Prevention of Sexual Exploitation, Abuse and Harassment and the child protection policy

Mission 2: Providing project-based technical learning with a global impact

  • Ensure Global and Field Technical Specialists get the information they need and collaborate with technical divisions as needed.
  • Coordinate with headquarters to ensure adequate capitalization to improve sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.

Mission 3: Ensuring the internal technical training of his/her sector or on cross-cutting themes

  • Contribute to technical recruitments, in cooperation with the Field Specialist.
  • Carry out the necessary technical training in his/her field.
  • Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.

Mission 4: Contributing to ensure the external technical influence of HI on his/her perimeter, in close collaboration with the technical program team

  • Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
  • Ensure coordination and collaboration with the project’s technical partners, in cooperation with the Field Specialist.

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

CHARACTERISTICS OF THE POSITION:

The position is based in Kigali, with travel to specific project area in the country. HI has its office located in Kigali – Kicukiro. Rwanda is a safe country and has low levels of crime and violence. Kigali is considered a safe and secure capital city, with access to many entertainment (restaurants, bars, cinema), education (school, nurseries) and health facilities. Mobility around the city is easy, vehicle taxis are available for movement around the city, although the use of moto taxis is not allowed.

Currently there is no curfew, but this may change.

YOUR PROFILE:

  • You hold a master’s degree, in Inclusive Education, Special Needs Education (SNE), Teacher Professional Development (TPD) or relevant education sciences
  • You have at least 7 years of experience in education, ideally in TPD for inclusive education or SNE and 2 years’ experience (as part of 7 years above) working with persons with disabilities, especially children, in the education sector
  • You master the different schools of thought and models explaining disability and is familiar with the application of certain tools.
  • You like working with multidisciplinary teams and developing your network
  • You are fluent in English (written and oral communication)

  • 36 months International contract starting from 1st April 2024
