The Position

  • Based in the Country Offices (CO) in Abuja, the Gender/GBV Management Specialist will provide programmatic and technical leadership within UNFPA as well as externally in coordination and collaboration with relevant stakeholders across the UN, CSOs, Government and regional & international entities.   
  • The Gender/GBV Management Specialist will have oversight responsibility of the Gender and Adolescent/Youth Unit as well as gender mainstreaming across the thematic areas in the Country Office.

    • Strengthened capacities and knowledge of critical actors to address discriminatory gender and social norms.

Job Purpose

  • The Gender/GBV Management Specialist will support implementation of a comprehensive multi-sectoral survivor-centered approach to prevention and response of GBV and harmful practices.
  • S/he will work with partners and other managers of the programme team to translate the regional and country goals into tangible solutions and results. 
  • S/he will be responsible for developing and implementing data-driven and evidence based and Gender & GBV programme interventions including guidance and support for law, policy and standard development, capacity building and mentoring for staff and partners as well as ensuring systematic monitoring and evaluation.
  • S/he will lead project formulation, monitoring and evaluation, joint programming initiatives and development frameworks as well as play a leadership role with the programme senior management team in resource mobilization.
  • He/she will guide and facilitate the delivery of UNFPA’s programmes, ensure integration of GBV and gender across UNFPA areas of intervention, appropriate application of the tools, available guidelines and procedures for gender equity and equality, and support monitoring and reporting on the country commitments under laws, treaties and Universal Periodic Review  (UPR).
  • Working to advance the ICPD policy agenda in a politically sensitive environment, s/he will respond to changing priorities of Governments. 
  • The work will require a close cooperation with health, social/protection, security and justice sectors to ensure that survivors’ needs are met. UNFPA is the Lead of the GBV Sub-Cluster, and the incumbent will collaborate closely with the humanitarian team and provide technical expertise. 
  • You will report directly to the Deputy Representative.

Responsibilities
Leading and coordinating the development and implementation of the Country Office’s strategy to promote gender equality:

  • In collaboration with Government counterparts, NGOs and other partners, contribute substantively to integrate gender dimensions in UNFPA programming, monitoring and evaluation and ensure gender equality and equity in addressing population issues taking adolescents/young people and People with Disabilities in consideration. 
  • Collaborate with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender, and human rights in all population and development programs and policies. 
  • Guide implementing partners in the identification, analysis and integration of gender equality objectives and into strategic development framework. 
  • Ensure convening of strategic high level events and meetings to enable advocacy across Government and Non-Governmental organizations to promote gender equality and women empowerment. 
  • Create and document knowledge about current and emerging gender issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with the Field Office team for use in knowledge sharing and planning future strategies including for adolescents and young people as well as People living with Disabilities (PWDs) and other vulnerable groups. 

Designing, Managing, Implementing and Monitoring interventions to end gender-based violence including response, prevention, enabling environment (law, policy and women’s movements) and data/research:

  • Support design and implementation of GBV programme interventions in accordance with international standards and guidance including the UNFPA GBV Operational Plan, Flourish and the UNFPA GBViE Strategy and Operational Plan 
  • Leverage critical entry points for survivors of violence to ensure survivor-centered multi-sectoral case management systems to support comprehensive and safe responses; 
  • Work across communities, CSOs and frontline providers including health and education systems to integrate prevention programmes. 
  • Enable and support safe and ethical administrative data collection and analysis to improve case management systems (in compliance with GBVIMS standards and guidance) as well as ensure high level of technical assistance in the generation and use of prevalence data relating to violence against women; 
  • Create and maintain innovation in partnerships across social protection, humanitarian and  education systems to integrate GBV response, prevention and environmental interventions with a particular focus on adolescents and young people. 
  • Advise the country office development response Programme and build knowledge and programming practices in relation to Gender/GBV/Harmful practices programming through information sharing and facilitation of external and internal training aimed at multi-sectorial prevention and response including through collaboration with colleagues working in the humanitarian sector for ensuring UNFPA AoR linkages. 
  • Provide technical assistance within the framework of agreed work plans for the successful implementation of the gender equality component of the Country Programme and provide guidance for enhancement for gender analysis and mainstreaming in government programs, UN country Team documents and other counterparts by mainstreaming adolescents/young people and People with Disabilities (PWDs). 
  • Conduct research and analysis on GBV trends and issues, and develop and share knowledge products and resources. 

Providing quality technical assistance and programme management leadership on GBV programming:

  • Lead technical components in writing proposals and engaging in resource mobilization efforts to support joint programming and UN delivering as One initiative by preparing relevant documents, i.e., project summaries, conference papers, donor profile and participating in donor meetings and public information events including as part of efforts to support joint programming and UN delivering as One initiative. 
  • Oversee Implementing Partners (IPs) activities in the development units, provide technical support for grant beneficiaries, coordination of GBVSWG/GBV TWG/FGM NTC meetings. 
  • Works in close collaboration with the Ministry of Women Affairs and other key stakeholders to strengthen and facilitate interagency, multi-sectoral GBV and harmful practices prevention and response interventions at national and sub-national levels including support for the Call to Action and other humanitarian efforts. 
  • Provide expertise to Humanitarian emergency coordination platforms as assigned by the management of UNFPA. 
  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanism and systems; identifies constrains and resources deficiencies and recommend corrective action 
  • Ensure systematic evaluations of interventions to enable evidence-based adaptation and scale up. 

Representing UNFPA in Gender and GBV working groups and committees at the local, national and international levels:

  • Support the building of women’s, feminist and youth led movements to ensure systems of accountability for ending GBV and achieving gender equality. 
  • Support coordination of treaty body reporting, national Voluntary Review processes and reporting against the Universal Periodic Review as required. 
  • Promote UNFPA visibility and ensure inclusion of UNFPA mandate issues at all levels. 
  • Represent UNFPA as necessary in the GBV Sub-Cluster 
  • Perform any other duties as may be assigned by UNFPA Representatives or Deputy Representative.  

Requirements
Educational Qualification:

  • Master’s Degree in Public Health, Gender, Population, Sociology or Development studies. 

Knowledge and Experience:

  • Professional working experience of a minimum of 7 years (Post-Graduate) in Programme/Project management in the public or private sector linked to gender issues. 
  • Experience in working with government institutions and donor organizations. 
  • Demonstrated leadership, an acknowledged expert and recognized authority in the technical area; 
  • Strong track record of technical leadership, and proven ability to produce demonstrable results; 
  • In depth knowledge of population, reproductive health, gender, gender-based violence and youth. 
  • Proven ability to produce demonstrable results; 
  • Extensive network within the development community; 
  • Proficiency in current office software applications is mandatory. 
  • Strong capability to communicate clearly and concisely in both oral and written English is required. 
  • Working knowledge of other major local languages is desirable.
