Tetra Tech International Development ( International Development Jobs – Tetra Tech ) is currently accepting expressions of interest from qualified candidates for a potential Fisheries Policy and Enforcement Lead position on a USAID-funded program in Senegal. The Ocean and Coastal Activity is anticipated to be a five-year program focused on fisheries management and biodiversity conservation in Senegal’s ocean and coastal ecosystems.
Position Description: The Fisheries Policy and Enforcement Lead will lead interventions to promote transparent and accountable fisheries management, including addressing overcapacity in Senegal’s small pelagic fisheries sector and reducing fishing effort, building capacity for more effective monitoring, control, and surveillance (MCS) and fisheries co-management. The Policy and Enforcement Advisor must have a strong understanding of fisheries management policies and practices in Senegal and how to support fisheries management, co-management, and MCS operations. This is anticipated to be a full-time position based in Dakar, Senegal.
Responsibilities:
* Lead interventions to revise, update, and/or strengthen national and regional small pelagic fisheries management policies and programs
* Develop and execute a strategic vision for OCA technical assistance to local and national efforts to combat IUU fishing conducted by artisanal and industrial vessels,
* Lead OCA efforts to adjust and align existing fisheries capacity with the ecological carrying capacity of small pelagic fisheries in Senegal
* Coordinate with other technical staff to improve use of relevant, timely, and targeted science and research for fisheries policy and management decisions
* Support the implementation and operation of fisheries co-management support to strengthen fisheries management, promote fair, legal, and sustainable fishing, and reduce conflict between relevant user groups over small pelagic fishery resources
* Provide technical supervision of relevant grantees and technical consultants as assigned
* Support monitoring, evaluation, and learning of the activity’s performance and progress, particularly relating to fisheries policy, enforcement, and sustainability
* Contribute to Annual Work Plans, project reports, and all contract deliverables
Minimum Qualification Requirements:
* Minimum master’s degree in fisheries management, marine/coastal resource management, marine biology, environmental governance, or another relevant field.
* Minimum seven (7) years of experience in the successful implementation of donor-funded development activities, USG/USAID experience preferred.
* Demonstrated experience in working on fisheries policy and co-management
* Demonstrated understanding of IUU fishing trends, threats and strategies to address them; Expertise working with MCS technologies preferred.
* Demonstrated ability to establish and sustain interpersonal and professional relationships with government, fishing communities, private sector, academic institutions, and civil society.
* Proven experience navigating complex and high-pressure operating environments.
* Professional fluency in French is required. English fluency is an asset.
