Première Urgence Internationale (PUI) Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people to help them recover their dignity and regain self-sufficiency.

PUI has been operating in Nigeria since 2016, initially establishing its presence in Borno State with a field office in Maiduguri. Over the years, PUI has expanded its humanitarian response to deep-field locations, including Monguno and Pulka, and more recently to Katsina State in Northwest Nigeria.

In Borno State, PUI has been a key actor in health, nutrition, protection, and psychosocial support. It supports health facilities in Maiduguri, Monguno, and Pulka, providing primary healthcare services, sexual and reproductive health (SRH), and the management of Severe Acute Malnutrition (SAM), both with and without complications, through Stabilization Centers. These interventions are integrated with specialized Gender-Based Violence (GBV) services and psychosocial support.

PUI has a strong track record of implementing projects funded by key humanitarian donors, including USAID’s Bureau for Humanitarian Assistance (BHA), the European Civil Protection and Humanitarian Aid Operations (ECHO), and the UN’s Nigeria Humanitarian Fund (NHF). Thanks to its long-standing presence, PUI has gained a deep understanding of the local context, allowing for an agile response to emergencies while also supporting long-term resilience-building efforts.

Since 2023, PUI has extended its response to Katsina State, with funding from the Crisis and Support Centre (CDCS) of the French Ministry for Europe and Foreign Affairs. PUI provides a comprehensive package of health, nutrition, protection, and psychosocial support services. This includes primary healthcare for all age groups, reproductive health services, community-based health and nutrition activities, and referrals for obstetric emergencies.

In early 2024, PUI expanded to Kurfi LGA, a hard-to-reach area, delivering primary healthcare, facility- and community-based nutrition interventions, protection services, and psychosocial support. These efforts are carried out in close collaboration with the Katsina State Ministry of Health, the State Primary Healthcare Agency, and other relevant authorities.

PUI is a key member of the Protection Sector in Northeast Nigeria, the GBV sub-working group, and the Mental Health and Psychosocial Support (MHPSS) technical working group. It also co-leads the Health Sector at the LGA level in Monguno and contributes to various technical working groups, including Sexual and Reproductive Health, Family Planning, and GBV Case Management. With its strong operational presence, sectoral expertise, and established partnerships, PUI is recognized as a key humanitarian actor in Nigeria, delivering integrated and life-saving interventions to vulnerable populations.

We are recruiting to fill the position below:

Job Title: Finance Partnership and Consortium Manager

Location: Maiduguri, Borno
Employment Type: Full-time

General Objective

  • She/He oversees the financial aspects of all partnerships and Consortium’s operations, prepare, consolidate and REVISE, when NECESSARY, partners budgets, consolidate partners budgets and consortium budget. she/he is in charge of financial follow up of partners budgets and Consortiums ones too.
  • she/he is the finance focal point for the partners and is in charge of leading financial aspects of partnership in term of processes, tools, representation and capacity building.
  • She/He works under the management of the finance coordinator and in direct collaboration with: deputy finance coordinator, Finance teams at base LEVEL, FIELD Coordinators/Areas coordinator, Program Team, Support DEPARTMENTS AND consortium coordinator and consortium grants manager.

Responsibilities and Tasks
Finance Pre-contractual patnershop responsibilites:

  • Responsible for the finance chapters of the partners Due Diligences and other related information.
  • Support partners during the proposal stage in coordination with the Deputy/Finance Coordinator
  • In coordination with the Grants & Partnerships manager, support the production of the Sub Agreement, as well as the related amendment and ensure the accuracy of the financial information.

Finance:
Objective 1: Production and consolidation of Financial Report

  • Formalize and enhance financial procedure and tools related to partners.
  • Responsible for the preparation and the consolidation of the PUI financial reports in close collaboration of Deputy/Finance Coordinator.
  • Consolidate the partners’ financial reports and make sure they respect the contractual obligations and consortium policies and share them with Deputy/Finance Coordinator for review and HQ validation.
  • Responsible for the review and integration into SAGA of all partners
  • Responsible for the preparation of donor (consolidation) and partners (review) cash requests.

Objective 2: Financial Follow Up

  • In close collaboration with the partners focal point, is responsible for the monthly reports including the forecast of the partners’ project and analyses the forecast.
  • Is responsible for providing guidance and feedback to the partners according to the analysis of the forecast; in collaboration with the Area/Field coordinator and Consortium Coordinator
  • In close collaboration with the Consortium Coordinator or the Deputy HoM/ Grants & Partnerships manager, is responsible of the organization of FFU meeting with the partners.
  • In close collaboration with the Deputy/Finance Coordinator, it supports the consolidation of Consortium FFU regarding expenses eligibility and budget allocations to the Coordination FFU focal point.
  • In close coordination with bases, make sure that PUI cash forecasts are properly filled and centralizes in Coordination on a monthly basis.

Objective 3: National and Donor compliance

  • Is responsible for/and lead the development of PUI new budgets as well as NCE/MR/Top Up related to consortium (check, production and consolidation of BoQ, budget structures, budget narrative);
  • Is responsible of checking and consolidating the partners’ budgets and supporting documentation.
  • In close collaboration with the Deputy/Finance Coordinator, ensures that any costs strictly related to the proposed programs are covered,
  • In close collaboration with the Deputy/Finance Coordinator, she/he provides the internal and external auditor with financial documents and information for audit purposes.
  • In close collaboration with the Deputy/Finance Coordinator and with the finance officer, gathers information on fiscal legislation (taxes, customs duties, VAT, taxes on leasing contracts, annual declarations etc.) and transmits it to the person concerned.

Liasion with Consortium and Patnership:
Objective 1: Liaison with partners

  • Is leading and responsible for the partners’ spot checks (selection of accountancy pieces, checks, feedback etc.).
  • In close collaboration with the audit department at PUI HQ and with the audit focal point at mission level, the focal point for the partners for the collection of accurate information, processes to follow, guidance to provide and decision to make etc. at the time of an audit.
  • Finalizes the periodic reports (monthly) and submits those for review to the Consortium Coordinator and/or Deputy/Finance Coordinator, alongside the recommendations for the partners if need be.
  • Initiates and contributes to the development of administrative policies and practices if applicable.
  • Lead the finance coordination working group with the partners (every two months) as well as the Kick-off and Closing meetings.
  • Attend regular meetings with partners to build the budget, follow up the budget, report preparation, and financial problem solving and planning; travels are expected to conduct face-to-face meetings with partners
  • Make sure that an appropriate flow of communication is maintained regarding all fiscal documents and information to be centralized at Coordination level

Objective 2: Liaison related to Donor in case of a Consortium project

  • In coordination with the Consortium Coordinator and the Deputy/Finance Coordinator, acts as a focal point for all deadlines related to contractual or unofficial reporting (preparing the templates for all 3 partners of the consortium, sending reminders of deadlines for all 3 partners).

Capacity Building:

  • Identify partners financial support needs
  • Define the capacity building plans with the partners’ finance team in collaboration with the grants and partnership manager
  • Use existing PUI training tools and also creating ones to train partners directly or through the support of PUI staff (both at coordination and base levels)
  • Develop new financial capacity-building tools if needed
  • Monitor and assess the evolution of the partners

Priorties of the Department:

  • Financial focal point with partner on pre and post official partnership or consortium
  • Ensure compliance of PUI financial and Donor’s procedures as Nigeria laws
  • Ensure respect of internal and donor deadlines and reports
  • Ensure a qualitative financial follow-up on partners and consolidated consortium budget
  • Develop and conduct financial capacity building to partners.

Requirements

  • Interested candidates should possess a Bachelor’s or Master’s Degree with 3 – 10 years experience.

Salary
N893,609 per month.
