Overview
KNCV Nigeria is firmly equipped with technical and administrative capacity in strengthening TB, TB/HIV and COVID 19 Vaccination service delivery platforms, supporting health system strengthening and research in Nigeria. With 150 program staff in 14 state offices and over 2,000 ad hoc health care workers across 248 facilities, KNCN Nigeria has remained a major player in TB Program implementation in Nigeria. We employ a systems approach, using data-driven quality improvement methods to identify and address gaps in TB, TB/HIV diagnostic and management services. Our work focuses on collaborative planning, design, and implementation, engaging the private sector, strengthening service delivery platforms, and community structures and improving the quality of services available in Nigerian.
USAID Nigeria TB LON Region 1 and 2 Project
The TB LON Project is funded by USAID Nigeria and focuses on locally generated solutions to provide TB prevention, screening, diagnosis, treatment, and notification, while addressing stigma and discrimination.
The TB LON region 1 and 2 project is to be implemented by KNCV Nigeria to expand the provision of and increase access to TB services among formal and informal health providers through the engagement of the private sector, umbrella and local chapters of health and allied professional organizations, faith-based institutions, communities, and civil society.
The project is targeted at increasing the number of tuberculosis (TB) cases that are detected, treated, and notified to 437,895 within the five-year grant implementation period 2020 to 2025 and implemented across 14 states in Nigeria: Bauchi, Kaduna, Katsina, Kano, Nasarawa, Plateau, Taraba, Anambra, Akwa Ibom, Benue, Cross River, Delta, Imo, and Rivers State.
The project’s four intermediate results are as follows.
- Improved access to high-quality, person-centered TB, DR-TB, and TB/Human Immunodeficiency Virus (TB/HIV) services.
- Strengthened TB service delivery platforms.
- Reduced TB disease transmission and progression and
- Accelerated TB innovations with improved impact on program implementation.

Purpose of the Job
The Director of finance and operations is to lead the finance and operations function of KNCV Nigeria to provide an effective, efficient, and focused support functions within the TB LON 1 & 2 Project including driving the strategic leadership of all finance, human resources, operational and IT functions of the Organization. Hierarchically the DFO will be a member of KNCV Nigeria Management Team and will report directly to the Chief Operations Officer.
Duties and Responsibilities
- Oversee the finance and operations division function of KNCV Nigeria.
- Provide oversight support to human resources and people management function.
- Provide strategic direction and oversight for project implementation and outcomes and ensures adherence to financial and regulatory policies.
- Liaise with donor (USAID) on funding requirement for the implementation of project activities.
- Responsible for the management, effective and efficient use of KNCV Nigeria’s resources and assets.
- Develop and implement operational plan and ensures that the procedures are carried out properly.
- Advise and provide support in monitoring and overseeing the financial management for all activities including the oversight of financial expenditure and accountability.
- Undertake preliminary financial analysis of projects in the Nigeria Office.
- Provide input for and coordinate the preparation of financial reports in accordance with donor regulations and established procedures.
- Evaluate the data and review if accounting data is in accordance with KNCV Nigeria and donor financial rules and practices. Review if accurate records of entries including hard copies of all vouchers and supporting documentation are maintained.
- Review forecasting cash flows according to activities in the Nigeria Office and ensure control of funds disbursed.
- Verify that funding is received in accordance with donor agreements.
- Support the Executive Director in preparing the annual master budget for TB LON Project, monitor budget control and analyze variances between budget and actual expenditures.
- Inspect payroll and support cost versus budgets, ensuring that salaries and support costs are correctly allocated to projects consistent with KNCV’s fair share allocation policy.
- Provide support and information to the Senior Management Team throughout the project cycle to enable compliance with KNCV’s policies and procedures and any donor-specific requirements.
- Make recommendations on procedural improvements in a pro-active manner and train staff in the KNCV financial policies and procedures.
- Facilitate and support knowledge building and sharing in accounting and finance.
- Liaise with other internal functional units of the Organization, and support in liaising with banks, donors and government counterparts, auditors and other stakeholders as required in the performance of the accounting function.
- Foster knowledge building and sharing in accounting and finance within the organization.
- Supervise and train finance officers on relevant areas of accounting and finance.
- Carry out any other related duties by the supervisor.

Requirements
- Bachelor’s/Master’s degree in accounting, finance and Business Administration or a relevant fields.
- At least 10 – 15 year’s relevant work experience in the NGO sector.
- Full knowledge of USG donor funding and being a Director of Finance of a high grant portfolio for a minimum of 1-3 Years.
- Work experience in liaising directly with USAID.
- Possession of ICAN or ACCA is required.
- Ability to travel across the 14 states of implementations is desirable. • Proficiency in the use of computer applications (Microsoft Office etc.)
- Excellent written and verbal English language skills.
- Must be self-starter with the ability to work in a team, dynamic, solid, and open.
- Must be flexible with absolute integrity, organizational awareness and understanding of cultural differences.
- Have a high sense of integrity and transparency.
- Ability to manage official information in a confidential manner.
