WFP MANDATE AND INTERVENTIONS IN MADAGASCAR
In Madagascar, WFP is supporting the government’s efforts through a’assistance strategy aimed at responding to the humanitarian emergency, building community resilience and supporting sustainable development efforts. In collaboration with the institutions of the’State, non-governmental organizations (NGOs) and partners of the United Nations System, WFP organizes cash or in-kind transfers to meet the food needs of families affected by climate hazards, provides school meals that promote the access of girls and boys to’education, and provides food for families affected by climate change, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and market access.
WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to’ other regions of Madagascar.
ORGANIZATIONAL CONTEXT
These positions are to be filled in country offices, section offices or field offices. Holders are responsible for one or more Logistics Officer(e). Holders at this level are expected to demonstrate responsibility and’ spirit of’ initiative to manage warehousing activities and to respond independently to questions while’s have only general guidance at their disposal. They must use judgment to deal with the unexpected on a daily basis. The incumbents have the know-how and knowledge to adapt standard operating procedures and processes or to contribute to their development in order to continuously improve the level of service. They are expected to manage resources and accompany and coordinate warehouse staff
TASKS AND RESPONSIBILITIES
Under the direct supervision of the Logistic Officer of the Field Office, and under the general supervision of the head of the Field Office, the Assistant ( e ) in Warehouse Management will be responsible for the following tasks at the WFP office in Tulear :
- Take responsibility for effective planning and management of storage operations to ensure safe and efficient storage of all products and supplies.
- Participate in the review of WFP-defined storage standards and procedures to meet efficiency and evolving operational needs.
- Coordinate the receipt / shipment of goods to ensure that records, accounting records and reports are accurate and available at all times to facilitate decision-making.
- Assume responsibility for the accuracy of data on warehousing operations, including the identification of anomalies, to promptly report on product movements in accordance with MAP requirements.
- Take responsibility for the management of inventories (verification of physical stocks, preparation of reports, etc.) to ensure that existing or emerging inventory management issues are addressed in a timely manner and that WFP standard procedures for product handling and storage are strictly respected.
- Oversee or directly compile ad hoc reports and statistics on storage operations to support informed planning and decision-making.
- Oversee product protection by providing guidance and taking initiatives for the application of preventive measures, including, to ensure that goods are kept in good condition and that quality control measures are undertaken properly following the procedures established by WFP.
- Regularly review available warehouse space and design and implement new facilities to meet operational needs and ensure cost-effectiveness.
- Work in collaboration with internal and external stakeholders to ensure consistent and harmonized warehousing services.
- Identify training needs and schedule training efficiently, so that all staff have the knowledge and skills to carry out their responsibilities.
- Supervise warehouse staff members to work efficiently.

MINIMUM QUALIFICATIONS REQUIRED
- Having at least 6 years of’ practical experiences in the management of a logistics database and the execution of requests concerning current shipments, supplies, claims for compensation from insurance and food stocks.
- Completion of secondary education (Baccalaureat or equivalent). A certificate of’ post-secondary studies in one of the fields of the’ supply chain is desirable

- Experience in managing a logistics database and executing queries regarding ongoing shipments, supplies, insurance claims and food stocks.
- Experience in administering contracts with third-party service providers.

- Excellent written and oral communication of French with the ability to produce quality reports for the various logistics activities of WFP.
