As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.
At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

On September 8, 2023, an earthquake rocked Morocco, causing nearly 3,000 deaths and 6,000 injuries. The Moroccan Red Crescent and the CR / CR Movement immediately go to the field, in close coordination with local authorities, to assess the situation and provide assistance to those affected.
The French Red Cross is slow to mobilize in response to the crisis. On September 9, 2023, a call for donations was launched with the aim of contributing, within the framework of the response of the CRCR Movement, to relief actions on the spot, and provide basic necessities.
The CRf then organizes, in early October, an exploratory mission to meet the Moroccan Red Crescent to support the emergency response to the earthquake. After identifying the needs not covered and defining the modalities of cooperation, the French Red Cross wants to support the Moroccan Red Crescent and act by opening a delegation on the spot.

Under the direct responsibility of the Head of Delegation, and in connection with the management control department at headquarters, the/the Coordinator administrative.ve, financial and human resources shall:
– Carry out administrative and financial procedures for the’opening of the delegation
– Set up an accounting within the delegation to monitor the expenses of the delegation
– Guarantee the control of the accounting and cash flow of the CRF in the country of intervention ;
– Guarantee the management and budgetary follow-up as well as have a consolidated budgetary vision ;
– Assess the risks in financial, accounting and budgetary management ;
– Ensure compliance with financial procedures, guarantee the necessary support for programmes ;
Responsibilities :
Mission 1: To carry out the administrative and financial procedures for the creation of the CRF delegation in Morocco
Mission 2: Ensures the control and control of the financial activity of -delegation of the CRF in Morocco and makes the postponement to the headquarters
Mission 3: Monitoring and control of the budgetary management of the FIU delegation in Morocco
Mission 4: Financial management of the delegation
Mission 5: Responsible for setting up, applying and understanding the financial procedures of the FIU Delegation in Morocco
Mission 6: Reporting
Mission 7: Managing national human resources
Mission 8: Manages the administrative aspects of national human resources monitoring
Mission 9: S’ensures the dissemination of information to employees :
Mission 10: Ensure the administrative management of expatriate delegates(e)s.
Mission 11: Manage the administrative management of the delegation
Mission 12: Representation and Coordination
Mission 13: Management : Ensures the management and the efficient and dynamic’animation of its teams

Conditions of employment
Type of status : expatriate
Type of contract : CDD under French law/precarity premium paid at the end of the contract
Salary : salary range, according to the classification of the position on the CRf grid and according to the’experience of the/of the candidate
End of year bonus’: equivalent to a 13th month at the pro-rata at the time of presence
Perdiem: daily perdiem that varies by country
Leave : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion supported 100% by the CRf for home journey/mission for leave to 6 months
Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
MedEvac Insurance/repatriation: YES
Other insurance : pension (death-invalidity)

Qualifications and experiences :
Bac +4/5 training in financial management/accounting, and having between 3 and 5 years (at least) of confirmed professional experience in the field of’administration (finance, HR, HR, admin) and in coordination of administrative and financial service. Experience in terms of’mission opening
Requirements for the mandatory position :
2-3 years of’ experience in management of’multicultural team.
3-5 years of’ experience in a developing country.
Mastery of the office pack.
Knowledge of the procedures of the main donors (DUE, ECHO mainly).
Good autonomy and ability to work under pressure.
Specific knowledge : movement /humanitarian /culture :
Experience or knowledge of the desired Red Cross movement.
Propension to team work and to the’ listening.
Flexibility, creativity,’initiative spirit and adaptability.
Capacity of’analysis and synthesis.
Rigour of safety rules in a sensitive context.
Skills and experiences appreciated :
Knowledge of the Moroccan context is an asset.
Knowledge of CRF procedures.
