For Plan, this means addressing the root causes of gender inequality and transforming unequal gender and power relations to achieve the full realization of girls’ rights and equality for all children, adolescents, youth, and adults, regardless of their gender and identity. We believe in the power and potential of every child and young person, but we recognize that these are often limited by poverty, violence, exclusion, and discrimination, with girls being the most affected.
Climate change is one of the greatest global threats, disproportionately affecting vulnerable populations, especially girls and young women. Plan International recognizes that the climate crisis deepens gender inequalities and affects access to fundamental rights such as education, protection, health, and livelihoods. In this context, it is essential to analyze the intersection between Areas of Global Distinctiveness (AoGD) and climate change in Latin America to design mitigation and adaptation strategies with a gender perspective.
Consultancy objectives:
Objective : To explore and analyze the relationship between Plan International’s Areas of Global Distinction (AoGD) and climate change in Latin America and the Caribbean, identifying differentiated impacts on girls and young women, as well as opportunities to integrate adaptation and anticipatory/early actions into the organization’s programs.
1. To examine, using existing secondary data, how climate change and extreme weather events (sudden-onset and slow-onset emergencies) affect and intersect with the themes addressed by the AoGD in Latin America and the Caribbean and the key sectors prioritized in humanitarian response (Emergency Education, Child Protection, lifesaving basic activities).
2. To analyze how the AoGD and Plan International’s installed capacities in the Americas can contribute to climate resilience (including anticipatory actions), promoting gender-transformative responses.
3. To identify good practices, opportunities, and regional partners to strengthen the integration of climate change into Plan International’s Country Strategies.
4. Propose recommendations to improve the implementation of programs addressing climate change from the AoGD and prioritized humanitarian sectors in the region.
5. Map funding opportunities and key donors for Plan programs at the intersection of climate change, anticipatory actions, early action, and disaster preparedness (sudden and slow-onset emergencies).
Scope of the Consultancy
The research will focus on regional trends in Latin America and the Caribbean. Data, policies, and strategies related to climate change and its impact on children and youth will be analyzed, with a special emphasis on gender and inclusion.
Methodology
The consulting team should propose a methodology for collecting and analyzing data from primary sources, but also include primary data collection with key stakeholders in selected countries. This methodology should contain a coherent explanation of at least the following elements:
• Document Review : Analysis of secondary information on existing regional data on climate change, regional policies and guidelines, as well as studies and research from other NGOs in the development and humanitarian sectors in the region.
Review of Plan International studies and strategies on climate change, the Development Assistance Program (DAG) and the Emergency Programme Manual, and all documentation shared by the Plan team.
• Interviews and Focus Groups : Consultations with Plan regional and national teams, local partners, and beneficiary communities.
• Case Studies : Study of specific experiences in the region on integrating climate change and disaster preparedness into the Development Assistance Program (DAG) and response strategies.
Strategic Recommendations: Preparation of a report with findings and proposals for action.
Approach and coordination of work:
The consultant(s) are expected to work collaboratively with key Plan International staff, refining the scope and methodology of the work and maintaining open communication as the work progresses. The work undertaken should be aligned with Plan International’s key focuses: our gender transformative approach and inclusion principles, and our programmatic and influencing approach. Furthermore, the work must be conducted within our research guidelines.
The assignment will be managed by the Regional Manager of Gender Transformative Programs and Influencing, who will incorporate other relevant staff as needed.
Consultant Profile(s):
• Degree in Social Sciences, Humanities, Environmental Engineering, Education, Health, Political Science, International Relations, or related disciplines, with a specialization in climate change and gender in the development and humanitarian sectors.
• Proven experience conducting research and consulting services related to human rights and climate change, including documentary reviews, interviews, and focus groups (remote/virtual or in-person) in the Americas and the Caribbean.
• Experience working with gender and human rights approaches applied to climate change in the development and/or humanitarian sectors.
• Knowledge of global, regional, and local climate change policies, as well as climate change treaties and related areas.
• Familiarity with Plan International or a similar development agency.
• Excellent research writing and reporting skills.
• Ability to work in Spanish, Portuguese, and French.
Consultancy Duration:
The consultancy is expected to last three months from the date of contract signing. Delivery of products and administrative procedures are expected to be completed by June 30, 2025.
