Purpose of consultancy
- Provide technical expertise to the Supply chain transformation project, subproject B3, Products’ catalogue and items standardizations.
Background
- The mission of the WHO’s Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
- The objective of the Operation Supports and Logistic team (OSL) is to provide support to the response to emergency but also to develop tool and guidance to strengthen our supply chain and increase efficiency of our field team. Â
- Within the WHO supply chain transformation project, the OSL unit is chairing the subproject, related to products’ catalogue and items standardizations. The objective of this project is to improve the delivery lead time during emergency response by shortening the time required for sourcing through various measures.
Deliverables:
- Conduct a comprehensive landscape analysis of existing list of standard items, per level of care and diseases for medical commodities including in WHO initiatives and programs, and various organizations, including NGOs, United Nations agencies.Â
- Expected completion by: Jan 2025.
- Feasibility study on Quality management system (QMS) assessment of WHO wholesalers to establish a blanket Long-Term Agreement (LTA) for Class I medical devices.Â
- Expected completion by: Feb 2025
- Develop WHE specific standard list and ensure completeness of existing technical specifications and pricing.Â
- Expected completion by: March 2025
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- An advanced university degree in supply chain, biology, pharmacy, engineering, science, economics, or related area.
Desirable:
- Additional professional training/specialization in quality assurance management.
Experience
Essential:
- At least seven years’ practical experience in biomedical commodities management in humanitarian organization at country and headquarters level.
Desirable:
- Proven successful experience with the United Nations or NGOs.
- Experience in regulatory body at UN or national level.
Skills/Knowledge
Essential:
- Excellent knowledge of Microsoft Office applications
Languages and level required
Essential:
- Expert knowledge of English
Desirable:
- Intermediate knowledge of French.
Remuneration
Band level B: USD 7,000 – 9,980 per month.
