QUALIFICATIONS
Purpose of consultancy
To establish and maintain the Global Health Promotion Hub.
Background
The creation of the Global Health Promotion Hub (‘The Hub’) has been developed since September 2023 as a mechanism to provide a forum for professionals and volunteers working in Health Promotion and NCD prevention around the world to meet, collaborate, and network with each other, with WHO and with other key stakeholders, including WHO Collaborating Centres, WHO Academy, civil society organizations, professional associations, and international organizations.
Health promotion is a public health discipline which spans a wide range of topics, including wellbeing, settings for health, urban health, community engagement, NCD prevention including tobacco control, alcohol, and physical activity.
The Hub will provide discussion for a for technical groups, a document library, health promotion news, a space for events and meetings, a people directory, a café and an art gallery.
Functions will be expanded as the Hub activity grows and will depend on user needs, user uptake as well as Secretariat capacity.
Deliverables
- Prepare and curate content for regular (e.g., weekly) updates to be sent to members of the Global Platform, as required and requested.
- Provide updates and information on WHO initiatives, dialogue and policy on health promotion and prevention, for the platform and or campaigns via the platform App.
- Implement the areas of work and functionalities of the Hub set out in the Concept Note developed by the Health Promotion Department.
- Provide advice to the Health Promotion Department on the opportunities the Global Platform provides for its work.
- Outreach to, and engage with relevant external partners, including civil society organizations in the area of Health Promotion and, to encourage their active participation in the Hub.
- Advise HPR technical units in using the Hub for their ongoing work, including delivery of webinars, or establishing technical groups.
- Prepare the Hub to go live ensuring the infrastructure has engaging content, up to date news, events, library and opportunities for discussion and learning.
- Advise the Director/HPR on relevant activities to introduce and promote the new Hub, including preparing presentations and talking points for WHO-internal and external meetings.
- Work with the Technical Units to develop specialist areas within the Hub.
- Engage with new key potential user groups.

- Guide the No Tobacco unit to ensure the Hub promotes and supports the WHO activities for World No Tobacco Day.

- Prepare report on uptake of the Hub, including preliminary findings of use of the Hub by various user groups, bottlenecks and proposals for improvement of the Hub and or the user experience.
Expected by 31 May 2024.
- Prepare and present a report to Director/HPR and the Steering Committee of the Hub to assess impact and usage of the platform, with recommendations for increased membership, opportunities and long-term sustainability.
Expected by 30 September 2024.
- Deliver plan for further development and expansion of the Hub during 2025.

Qualifications, experience, skills and languages
EDUCATIONAL QUALIFICATIONS:
Essential:
- Advanced university degree in Public Health, Medicine, Social Sciences or related field.
Experience
Essential:
- Over 10 years of relevant experience in Public Health or Medicine, out of which at least 2 years’ experience in the design and management of digital platforms, including community engagement via a virtual network and facilitating user experience in an international virtual network.
Desirable:
- Experience in developing virtual platforms within WHO.
SKILLS:
- A sound understanding of the key concepts of health promotion.
- Intermediate knowledge of graphic design and coding to adapt the template platform provided by Hivebrite.
- Excellent skills in drafting, research, analysis and review.
- Excellent understanding of international relations, relevant legal frameworks and accountability mechanisms related to public health matters.
- Sound familiarity with relevant WHO frameworks and action plans.
LANGUAGES REQUIRED:

LOCATION

TRAVEL
The consultant is expected to travel.
REMUNERATION:
Band level C – USD 10,000 – 12,500 per month.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
