Oxfam in Iraq is implementing a three-year project with the aim to address poverty reduction and food insecurity in Anbar and Salah al Din governorates through an integrated approach to agricultural development underpinned by social, economic, and environmental objectives. The Project will enhance the capacity of smallholder farmers and value chain actors (enterprises, services providers, departments) in sustainable, climate-smart agriculture. The project will also support effective and inclusive governance within farmer associations, unions, and communities. support effective and culturally appropriate skills development modalities.
- Objectives:
Oxfam aim to conduct a comprehensive Disaster Risk Reduction (DRR) training to strengthen the capacities of our staff and community stakeholders in Anbar Governorate (Ramadi). This initiative aligns with our strategic goal of reducing vulnerabilities and enhancing disaster preparedness in high-risk areas.
Objectives of the Training:
The primary objectives of the DRR training are:
- To build participant’s/stakeholder’s understanding of key DRR concepts, frameworks, and practices.
- To enhance skills in identifying, analyzing, and mitigating disaster risks.
- To equip participants with tools and strategies for developing community-based disaster preparedness and response plans.
- To strengthen knowledge of international and national DRR policies and frameworks, including Sendai Framework for Disaster Risk Reduction and [local/national frameworks, if applicable].
- Scope of Work
The trainer will be responsible for:
- Designing and delivering a tailored DRR training curriculum to the training participants in both
- Incorporating interactive and participatory training methodologies to engage participants effectively.
- Covering key topics such as hazard identification, risk assessment, mitigation strategies, disaster preparedness, and response planning.
- Providing practical case studies and examples relevant to the local context.
- Facilitating group discussions, exercises, and simulations to reinforce learning.
- Preparing pre- and post-training assessments to evaluate the knowledge and skills gained by participants.
- Submitting a comprehensive training report, including feedback and recommendations for future capacity-building initiatives.

All documents and reports are to be submitted in English unless otherwise stated. Where specifically stated, translation into Arabic will be done only after the English version is approved by Oxfam Iraq and for the respective deliverables. All deliverables will only be accepted if they meet highest quality standards. Documents, including drafts, must be well structured and written. Data collection, analysis and presentation are expected to meet highest standards. All final documents must be proofread and professionally edited before submission.
- Qualifications and Experience
Interested team must possess diverse academic backgrounds commensurate with the scope of work mentioned above. Team members must hold advance degree in public /environmental policy, economics, finance, sustainable development studies or any other relevant field. Academic training or degree in climate science and climate change related matters is highly preferable.
Experience:
- A proven track record of delivering DRR training, preferably in [specific regions or similar contexts].
- Advanced knowledge of DRR frameworks, policies, and practices, including the Sendai Framework.
- Experience in conducting participatory and interactive training sessions.
- Strong understanding of the local context and disaster risk landscape.
- Excellent communication and facilitation skills in Arabic and English
- Relevant academic qualifications, such as a degree in Disaster Management, Environmental Science, or a related field.
- Capability and access to collect primary data efficiently in Iraq with experts’ presence on the field.
- Proficiency in English and in Arabic.
Selection Process
Evaluation scores will be awarded for each of the components. Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%. Only candidates scoring 70% (i.e., 49 points) in the technical evaluation will be considered for financial proposal evaluation. The proposal will be assessed based on the following selection criteria:

The assignment will be starting the 15th of March until 30th of April, inclusive of the submission of the final deliverables defined within one week after the training delivery date as mentioned in the timeline table above. Work plan and training preparation plan should be delivered to OXFAM team two weeks before the starting day of the training, so OXFAM team can do all the required logistical preparations.
