Purpose of consultancy

This consultancy will provide quality control support on APO publications and ensuring data presented is accurate. 

Background 

APO is a partnership hosted by WHO and has moved to WPRO in November 2023 from SEARO.  APO has a workplan that is approved by the Board which includes representatives from WPRO and SEARO as well as technical experts. APO produces a number of publications, and any proposal is reviewed by the Board and approved if deemed appropriate. The institutions that APO works with were selected based on technical merit of the institution to perform health system research. 

APO has a pipeline of Health system reviews and multiple country comparative studies that will be published in 2024 and 2025. The consultant is needed to provide support on specific publications and activities that are planned in 2025. APO currently does not have any staff, although will get one in Q1 2025. This work is in addition to the work of APO staff member and the consultant will bring expertise, specifically on PHC and developing grant proposals that will not be provided by the APO staff. 

Deliverables 

The consultant will directly support the APO Director in project management and strategic communications. The consultant will perform the following duties: 

  1)  Review APO publications to ensure accuracy of data. This involves checking of data as presented by the authors to make sure they are accurate and timely. They include checking the data for the following publications: 

·         Maldives Health System Review (Deliverable, Q4)

·         Fiji Health System Review (Deliverable, Q3)

·         Ageing in the Pacific policy Brief (Deliverable, Q1)

·         Comparative country analysis on AMR national action plans across 4 different Asia Pacific countries (Deliverable, Q2

2) Provide well defined support to the secretariat. This includes reviewing and performing the first tranche analysis on the capacities of partner institutions that are coming together under APO support to work as thematic consortia. APO is expecting around applications from 50 different institutions as part of different consortia by end of January 2025 (Deliverable Q1)

3) Develop and write cross country publications once the Board approves. This will include as a minimum secondary APO publications on analysis of APO’s PHC database in East Asia and the Pacific region (combined WPRO and SEARO) (Deliverable Q2-3). 

4) Develop proposal for research grants. These may include specific grant applications to the Philanthropy partnership, NIHR, IDRC, Qatar foundation and the Wellcome Trust. The calls for these will come at different periods throughout the year  (Deliverable Q1, Q2 and Q3, Q4

Outputs and Deliverables 

1)      Monthly report relating to the various work projects as identified in the work performed section. Which may be substantiated with the result of the work as attachment to the report 

2)      Monthly invoice

Qualifications, experience, skills and languages 

Educational Qualifications: 

Essential: A University Degree in any health sciences

Desirable: Master of Public Health (MPH) or any health sciences

Experience Required: 

Essential: 5 years of work experience in public health and health policies

Desirable: Experience on research and analysis

Skills / Technical skills and knowledge:

Excellent planning and organizational skills

Excellent communications skills both written and oral, and effective presentation skills

Capacity to work in a multidisciplinary team and communicate effectively with different target audiences

Proficiency with MS Office suite

Language requirements:

Expert knowledge of English (Read ‐ Write ‐ Speak)

Remuneration and budget 

Remuneration: Payband level A – USD 400 (daily) 
Duration: 110 days over 11 months period, from February to December 2025
