Purpose of consultancy
- To support the MCQ team and technical programs in measuring the performance of health services on Maternal, Newborn and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention Control (IPC) and Quality of Care (QoC), managing regional datasets, making data analysis, and developing capacity building materials for countries level for accurate data collection.
Background:
- Tracking the work of the World Health Organization, as well as monitoring the progress of countries and regions toward achieving the Sustainable Development Goal 3, GPW14 and the Regional Vision paper objectives, is of utmost importance. In this context, the WHO employs and advocates for data-driven approaches across all levels of the organization. By leveraging data and evidence-based strategies, the organization can make informed decisions that guide health interventions and policies.
- Data-driven approaches play a key role in shaping how WHO prioritizes and focuses its efforts for maximum and rapid impact. By integrating data and comprehensive analysis into its technical programs, WHO is able to target actions that address the most pressing health needs. These programs include Maternal, Newborn, and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention and Control (IPC), and Quality of Care (QoC). These programs are grounded in the use of robust data and research, which allows for continuous assessment of their effectiveness and the identification of areas for improvement.
- The consultant is expected to assist the MCQ team members by generating a range of technical documents. This includes producing detailed technical reports, research papers, presentations, and country profiles. The consultant will be responsible for supporting these activities through data management tasks, such as organizing, verifying, cleaning, and analyzing data, in line with specific requests. The consultant’s role will involve performing statistical analyses to provide accurate and actionable insights that inform the development of these technical materials.
Deliverables
- Output 1: Conduct additional statistical analysis and visualize them for the regional biennial progress report on Early Essential Newborn Care implementation
- Deliverable 1.1: Statistical tables, annexes, and data visualizations for the Fourth Biennial Progress report
- Output 2: Assist in preparing technical documents for the upcoming Infection Prevention Control meeting by providing the survey IT support, data verification, cleaning and finalizing dataset, conducting data analysis, generating country profiles and a regional summary and visualizing the results of the analysis
- Deliverable 2.1: Report detailing the performed tasks related to data management of Infection Prevention Control program
- Output 3: Data management and analysis including both descriptive and analytical analysis in technical areas (Maternal and Child Health, Safe Affordable Surgery, and Quality and Safety) tailored to the specific needs of MCQ technical teams and country-specific requests
- Deliverable 3.1: Summary report of the statistical analysis results along with their interpretation for each technical area
Qualifications, experience, skills and languages
Educational Qualifications:
- Essential: At least a bachelor’s degree in statistics or biostatistics
Experience
- Essential: Minimum of 5 years of relevant professional experience working with datasets and working experience in applying and running statistical software (SPSS, STATA, and R) and visualization tools (Tableau)
- Desirable: Prior working experience managing and analysing the data in the field of MCH, IPC, SAS and Quality and Safety
Skills/Knowledge:
- Essential: Knowledge of the use of data entry, and data management, strong analytical skills (making statistical and epidemiologic analysis in reliable manners) and proficient user of statistical software such as STATA, SPSS, SAS or R, good knowledge and skills for using data visualization tools and familiarity with public health programs, use of programmatic data and indicators, and monitoring and evaluation of public health programs
Languages and level required:
- Essential: Expert knowledge of and fluency in spoken and written English
- Desirable: Additional working knowledge of a language of the WHO Western Pacific Region.
Band level A
USD 249 – 350/day.
