Objective:

This consultancy is developed to ensure that the “ASK health platform is effectively and efficiently activated to carry out the following

  • Connects users to essential healthcare services through SMS, VR messages, and interactive website features.
  • Provides gender sensitive health information on child health, nutrition, and other topics.
  • Fosters two-way interaction through a dedicated call center, family support groups, and online feedback mechanisms.
  • Utilizes real-time data to improve platform performance and service delivery.

Methodology:

A.  ASK Health Platform Development:

 –Collaborate with MOHP Media team and MOHP Information Technology team to develop a vision and an overall plan for the “ASK Health” website to be the main reference for Egyptian families on all health and nutrition relevant information and advice>

-In close collaboration with all relevant stake holder, MOHP Media team and MOHP IT Team collaborate with the social media consultancy firm to design and build a highly engaging “ASK Health” website using IOGT and RapidPro technologies.

-Support the MOHP media team in the design and creation of interactive engagement and feedback mechanisms within the platform.

B.  Community Engagement and Support:

 –Supervise the establishment and management of family support groups for parents online and in the field in different governorates, linking them to the ASK Health platform in close collaboration with all relevant stakeholders.

-In collaboration with MOHP Call center team Activate voice-recorded messages on parenting and child healthcare advise

-Support the activation of MOHP call center services for displaced populations seeking information and support.

-Develop and manage an interactive WhatsApp/Telegram chatbot offering credible medical advice from MOHP doctors and specialists.

C.  RCCE and Social Listening:

-Support the MOHP media team in setting up a social listening observatory for regular reports to leadership.

-Develop and implement media campaigns in collaboration with media professionals (TV, newspapers, and field training).

-Developing and disseminating accurate and transparent information about health risks and emergencies to the public.

-Addressing misinformation and rumors related to health threats. Community

-Building capacity within communities to manage their own health risks.

-Ensuring that the voices and concerns of communities are integrated within MOHP decision-making processes.

-Developing and implementing risk communication and community engagement plans.

-Monitoring and evaluating the effectiveness of communication and engagement activities

-Providing technical assistance and training to other organizations on risk communication and community engagement

D.   Management, Reporting and Monitoring:

 –Prepare programme annual plan of activities, in collaboration with MOHP media team develop

-Prepare monthly reports on program progress, including social listening insights and platform reach/engagement data.

-Monitor platform performance through Google Analytics and social media metrics.

Conditions of work:

The selected consultant will be placed within the MOHP team and under the supervision of the Assistant Minister for Institutional development to wards achieving the following outputs.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES:

-Master’s degree in public health, Communication, Social Science, or a relevant field. A bachelor’s degree in a relevant field may be considered with significant experience, more than 10 but less than 20 years.

-More than 10 but less than 20 years experience in the field.

-Strong understanding of UNICEF’s RapidPro and IOGT software, with experience in data analysis and reporting.

-Expertise in social media marketing and engagement strategies, particularly for public health communication.

-Excellent communication, presentation, and interpersonal skills, with the ability to build trust and relationships with diverse stakeholders.

-Experience in project management, including budget oversight and delivering, working with government partners is an ad-plus.

-Proven experience in managing and developing digital platforms for vulnerable communities or in health contexts.

-Experience in social listening tools and reporting

-Proficiency in the English language is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
