PURPOSE

  • The COO will lead the Propcom+ team on all programme management and delivery issues and be the client’s primary contact point for topics relating to programme management, financial management, risk management, asset management, delivery chain mapping, routine contract management, financial and progress reporting, governance, and compliance.

KEY RESPONSIBILITIES

  • The key responsibilities of the Chief Operating Officer are detailed below, although these are not exhaustive and may change as the project grows and evolves.
  • Programme Leadership & Management
  • Serve as a key member of the project leadership team and as direct manager for Finance Manager, HR Manager, Logistics and Security Manager and Project Office, among other operational roles.
  • Provide regular updates on operational and programme management issues to the Project Director, Team Leader and Palladium head office management.
  • Manage day-to-day client relations, including responding to information requests, submitting the monthly dashboard, agreed milestones, forecasts and invoices on behalf of the programme.
  • Lead the preparation and submission of annual costed workplan.
  • Responsible for mentoring, professional development, and the maintenance of a positive, results-driven working culture across a global team
  • Financial Management
  • Ensure quality management of all finance and accounting activities on programme, including but not limited to; forecasting (internal and client), invoicing, accounts payable and in-country cash flow.
  • Provide regular reporting on financial and accounting issues to project manager and project director.

Risk & Asset Management

  • Responsible for maintaining a risk matrix for programme to identify and provide mitigation planning for all programme-related risks including:
  • o High Level External
  • o Operational Risks
  • o Financial Risks
  • o Compliance / Reputational Risks
  • Ensure escalation of risks to Palladium leadership as required.
  • Ensure all staff are trained in risk management and actively managing risks in interventions and all programme activities.
  • Responsible for keeping asset register up to date and ensure all assets are procured, labelled, stored and disposed of according to client and Palladium requirements.
  • Grants, Contracts & Procurement Management
  • Oversee the grants management function of the project, ensuring the entire grants cycle is delivered according to client and Palladium SOPs as well as local practice and legislation.
  • Review contracts and agreements on behalf of the programme and escalate queries and risks to leadership or Palladium C&C as needed.
  • Ensure due diligence of supply chain is conducted as per Palladium and client requirements.
  • Oversee procurement of assets and services for the project, ensuring RFPs/RFQs are clear, quotes are reviewed and decisions are made according to best practice and Palladium SOPs and that the best value of money for client is achieved.

REPORTING REQUIREMENTS

  • This role will report to the Team Leader.

LOCATION

  • The post is domiciled in Abuja however incumbent will be required to make travels within Nigeria and particularly to the Northern part of Nigeria.
