PSI seeks an experienced Chief of Party (COP) for an anticipated five-year $25M-45.99M USAID Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi. The goal of the Activity is to support comprehensive RNMCI and Malaria services at the health facility and community levels. It aims to strengthen the health system at the national and district levels to improve delivery of high-quality RNMCI+M services across the continuum of care; promote healthy behaviors among youth, men, and women; and strengthen the health system to support delivery of integrated care.
The COP will have the overall responsibility for coordination and management of all Activity interventions and personnel. As the leader of a single-country project, liaise with national stakeholders, such as Ministry of Health officials and be the primary point of contact for the project donor and assure strategic alignment of the project with PSI Global Strategy. They will represent the Activity with USAID, relevant government officials, local organizations, implementing partners, and other stakeholders to cultivate collaborative relationships in support of the Activity’s success.
They will manage senior staff, sub-awardees, and oversee the project team to ensure that the country level implementation is provided with a high standard of excellence and efficiency, achieving set goals and targets within budget. Provide high level technical thought leadership and have the managerial capacity to strategically manage risk, monitor finances, and ensure each phase of work is started or completed on time. Responsible for using evidence to improve project design and implementation. They will oversee and supervise the design, implementation, and monitoring of the Activity, providing strategic technical vision, and leading successful, ethical project implementation and high-quality interventions throughout the project lifecycle from start-up to close-out. The COP will be accountable for delivery of all aspects of the project, including sound and timely technical implementation, and financial and administrative compliance.
Salary Range:
$102,000 (MINIMUM) – $127,000 (MID-POINT) – $152,000 (MAXIMUM)
The annual base salary range reflected above is in USD.* We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical to allow for potential future salary growth. *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Qualifications
What are we looking for?
- Master’s Degree (or international equivalent) in Public Health, Business Administration, or a related field.
- At least 10 years related work experience in public health or related field. An equivalent combination of relevant education and experience may be substituted.
- Minimum of 5 years of supervisory experience.
- Demonstrated program management professional experience (minimum 7 years) of global health projects in low or middle-income countries (LMICs) implementing and managing programs of similar scope and size at a senior level, showcasing strong familiarity with RMNCI+M programs, preferably within RMNCI+M-related health systems strengthening (HSS).
- At least 5 years in the relevant technical field of the project preferred.
- At least 3 years living and working in LMICs preferred.
- Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
- Proven track record in integrated RMNCI+M service delivery, health systems strengthening, and capacity building.
- Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
- Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
- Experience developing capacity of government entities, staff, and other organizations.
- Demonstrated experience in managing government and donor relations.
- Ability to work effectively and sensitively in a cross-cultural context.
- Excellent diplomatic skills, with a proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels, including agency representatives, host country government officials and/or ministers, and senior executives of international donor agencies.
- Strong interpersonal, writing, written, and oral presentation skills in both English and French.
- Ability to manage agreements and fulfill all required programmatic and financial reporting requirements, including sub-grants management.
- Demonstrated strategic thinking and planning skills, emphasizing the ability to operationalize and oversee the execution of workplans.
