The Avocats Sans Frontières (ASF) is accepting applications to promote actions to fight racial discrimination and structural racism.
The aim of the call is to provide technical and financial assistance to civil society associations in order to strengthen concrete actions in the field of antidiscrimination and structural racism in the European Union, targeting actions that tackle racial discrimination, islamophobia, post-colonial inequalities, hate speech, and racial profiling through a variety of actions and network.
Through supporting local civil society in the emergence and/or continuation of concrete initiatives to address anti-discrimination and structural racism, the consortium seeks to promote the emergence and enrichment of a network of such organisations.
Funding Information
- Funding ranges from EUR 45,000 to EUR 60,000 per project, for a duration of 18 to 24 months, beginning in September 2025.

Eligible Costs
- Eligible costs are actual costs incurred by the beneficiaries) which meet all the following criteria:
- They are incurred during the implementation of the action as specified in Article 2 of the special conditions. In particular:
- Costs relating to services and works shall relate to activities performed during the implementation period. Costs relating to supplies shall relate to delivery and installation of items during the implementation period. Signature of a contract, placing of an order, or entering into any commitment for expenditure within the implementation period for future delivery of services, works or supplies after expiry of the implementation period do not meet this requirement. Cash transfers between the coordinator and/or the other beneficiaries) and/or affiliated entities) may not be considered as costs incurred;
- Costs incurred should be paid before the submission of the final reports;
- They are indicated in the estimated overall budget for the action;
- They are necessary for the implementation of the action;
- They are identifiable and verifiable, in particular being recorded in the accounting records of the beneficiaries) and determined according to the accounting standards and the usual cost accounting practices applicable to the beneficiaries);
- They comply with the requirements of applicable tax and social legislation;
- They are reasonable, justified and comply with the requirements of sound financial management, in particular regarding economy and efficiency.
- They are incurred during the implementation of the action as specified in Article 2 of the special conditions. In particular:
Ineligible Costs
- The following costs are considered ineligible:
- debts and debt servicing costs (interest);
- provisions for losses, debts or possible future debts;
- costs declared by the beneficiaries) and covered by another project or work programme;
- purchases of land or buildings;
- exchange losses;
- credits to third parties, unless otherwise specified in the special conditions;
- contributions in kind;
- the cost of salaries for national government staff.
Geographical Location
- Proposals must relate to activities taking place in the following countries: Spain, France, Belgium, Netherlands, Italy, Tunisia and Morocco.
- Although activities are to be implemented in the above-mentioned countries, applicants may come from a Member State of the European Union, Tunisia or Morocco.

- Particularly encouraged are entities run by and/or working for and with people with a migration background, diaspora, racialised people, bipoc, LGBTIQ+, women, young people.
- This call also foresees the possibility of working in partnership with other associations or groups, thus the possibility for coalitions of associations to apply for a single grant.

- Number of applications and grants per applicants/affiliated entities:
- The lead applicant may only submit one application as lead applicant under this call.
- The lead applicant may simultaneously be a co-applicant or affiliated entity at the same time under this call for proposals. The overall maximum budget of which an entity may be a beneficiary may not exceed 60 000 euros.
- A co-applicant/affiliated entity may not be the co-applicant or affiliated entity in more than one application per lot under this call for proposals.
