ABOUT THE WFP
THE UNITED NATIONS WORLD FOOD PROGRAMME (WFP) IS THE LEADING UN AGENCY IN THE FIGHT AGAINST HUNGER. SINCE ITS INCEPTION IN 1963, WFP STAFF AROUND THE WORLD HAVE WORKED TIRELESSLY TO ERADICATE HUNGER. WFP S’EST IS COMMITTED TO SAVING LIVES IN EMERGENCIES AND CHANGING LIVES FOR MILLIONS THROUGH SUSTAINABLE DEVELOPMENT. WFP WORKS IN MORE THAN 80 COUNTRIES AROUND THE WORLD, FEEDING PEOPLE AFFECTED BY CONFLICT AND DISASTER AND LAYING THE FOUNDATIONS FOR A BETTER FUTURE.
CONTEXT AND PURPOSE OF THE POSITION :
L’HAITI HUMAN DEVELOPMENT INDEX (HDI) IS RANKED 163 OUT OF 191 COUNTRIES IN 2022. THE RATES OF’ EXTREME POVERTY AND POVERTY ARE HIGH AND THEIR CAUSE IS MULTIDIMENSIONAL. THIS POVERTY IS MANIFESTED IN PARTICULAR BY HIGH RATES OF’LITERACY, A LIFE EXPECTANCY OF 63.29 YEARS IN 2017, HIGH INFANT MORTALITY AND HIGH INEQUALITIES BETWEEN THE SEXES’. A LARGE MAJORITY OF THE POPULATION DOES NOT’A HAVE ACCESS TO BASIC SERVICES SUCH AS’ POTABLE WATER,’ELECTRICITY, SANITATION AND HEALTH COVERAGE.
IN ADDITION, HAITI IS VULNERABLE TO NATURAL DISASTERS. IT IS CONSIDERED TO BE THE FIFTH MOST VULNERABLE COUNTRY TO NATURAL DISASTERS. THE COUNTRY HAS SUFFERED, IN LESS THAN TEN YEARS, MORE THAN FOUR MAJOR DISASTERS WHOSE COUNTRY IS STILL STRUGGLING TO RECOVER: THE EARTHQUAKE OF 2010, TROPICAL STORM ISAAC AND HURRICANE SANDY IN 2012, HURRICANE MATTHEW IN 2016, HURRICANE IRMA AND MARIA IN 2017 AND THE 2021 EARTHQUAKE. THE COUNTRY IS THEREFORE EXPOSED TO EARTHQUAKES, THE PASSAGE OF CYCLONES AND ALSO TO DROUGHT WAVES RELATED TO THE EL NINO PHENOMENON (2018).
ACCORDING TO THE LATEST IPC ANALYSIS IN HAITI, ALMOST 5 MILLION PEOPLE (NEARLY HALF OF THE POPULATION) EXPERIENCE HIGH LEVELS OF ACUTE FOOD INSECURITY, CLASSIFIED IN PHASE 3 OF THE CPI AND ABOVE, BETWEEN MARCH AND JUNE 2023.
BEYOND THESE FACTORS, FOOD INSECURITY IS DRIVEN BY THE POOR PERFORMANCE OF THE AGRICULTURAL SECTOR COMBINED WITH THE HEAVY DEPENDENCE ON FOOD IMPORTS ( MORE THAN HALF OF THE FOOD PRODUCTS PRESENT ON THE MARKET ) IN PARTICULAR FOR RICE ( 83% ). PRODUCT PRICES ARE LARGELY INFLUENCED BY LOGISTICAL CHALLENGES, HIGH PRODUCTION COSTS, PRECARIOUS MARKET STRUCTURES AND HIGH INFLATION RATES IN RECENT YEARS. THESE WORRYING RESULTS ARE LARGELY LINKED TO [ 1 ] THE POLITICAL CRISIS WHICH HAS TAKEN HOLD IN THE COUNTRY SINCE JULY 2018 AND WHICH HAS LED IT INTO AN ECONOMIC AND SOCIAL CRISIS, [ 2 ] TO AN AGRO-CLIMATIC CRISIS WITH LARGE POCKETS OF DROUGHT IN THE COUNTRY CAUSING A SIGNIFICANT DROP IN AGRICULTURAL PRODUCTION. FURTHERMORE,THE COVID-19 PANDEMIC HAS CONTRIBUTED TO THE INCREASE IN FOOD INSECURITY. GROWING INSECURITY AND THE BLOCKING OF SOME ACCESS POINTS IN THE COUNTRY, ESPECIALLY SINCE JUNE 2021 THE ROAD TO THE GREAT SOUTH, HAVE AGGRAVATED THE INDICATORS OF FOOD INSECURITY.
IN THE FALL OF 2022, THE COUNTRY STILL ENDURED 2 MONTHS OF STRONG SOCIO-ECONOMIC TURBULENCE AND BLOCKADE OF MOST IMPORTED GOODS, BUT ESPECIALLY FUEL, LEADING TO DE FACTO PARALYSIS ACROSS THE COUNTRY WITH CONTINUOUS AND PROLONGED CONSEQUENCES FOR INFLATION, FUEL AND FOOD AVAILABILITY, HEALTH AND NUTRITION.
WFP IN HAITI HAS DEFINED ITS STRATEGY TO FIGHT HUNGER IN THE COUNTRY STRATEGIC PLAN ( DSP 2019-2023 ), WHICH INCLUDES ACTIVITIES RELATED TO EMERGENCY FOOD ASSISTANCE TO POPULATIONS AFFECTED BY SHOCK, THE ESTABLISHMENT OF NUTRITION-ORIENTED SOCIAL NETS , STRENGTHENING THE CAPACITIES AND LIVELIHOODS OF SMALL PRODUCERS AND THEIR RESILIENCE TO CLIMATE CHANGE, AND STRENGTHENING THE CAPACITIES OF NATIONAL AND LOCAL ACTORS TO FIGHT HUNGER. TO DO THIS, WFP HAS REVISED ITS RESPONSE STRATEGY DEVELOPED IN LATE 2019 AND NOW PLANS TO ASSIST MORE PEOPLE ACROSS THE COUNTRY WITH FOOD ASSISTANCE AND CASH TRANSFERS TO HOUSEHOLDS VULNERABLE AREAS IN CPI3 +,COMPLEMENTED BY MALNUTRITION SCREENING AND COMMUNICATION ACTIVITIES FOR BEHAVIOUR CHANGE IN NUTRITION, HYGIENE AND GENDER. IN ADDITION, THE RESILIENCE PROJECTS OF THE WFP HAVE BEEN AMPLIFIED SINCE THE YEAR 2019 WITH THE ACQUISITION OF NEW SOURCES OF FINANCING IN THE LONG TERM. WFP ALSO CONTINUES TO SUPPORT SCHOOL-AGED GIRLS AND BOYS IN THE’A ALIMENTATION PROGRAMME ACROSS COUNTRIES.
JOB OBJECTIVES
UNDER THE DIRECT SUPERVISION OF THE NATIONAL NUTRITION OFFICER, THE GENERAL SUPERVISION OF THE POLICY OFFICER NUTRITION & SBCC PROGRAMME, CARRY OUT SPECIALIZED TASKS IN THE CONTEXT OF’ADMINISTRATION AND DATA MANAGEMENT IN SUPPORT OF NUTRITION ACTIVITIES, INCLUDING, SBCC AND HIV TO CONTRIBUTE TO THE EFFECTIVE IMPLEMENTATION OF OPERATIONS.
RESPONSIBILITIES
- PROVIDE ADMINISTRATIVE SUPPORT TO THE MANAGEMENT OF NUTRITION PROJECTS AND ACTIVITIES, INCLUDING,
ADVERTISEMENT
SBCC AND HIV IN ACCORDANCE WITH ESTABLISHED OBJECTIVES AND WFP POLICIES AND PROCEDURES.
- TO ENSURE ACCURATE AND TIMELY RECORDING OF DATA FROM FIELD ACTIVITIES NUTRITION, AND, SBCC AND HIV IN ACCORDANCE WITH WFP STANDARDS AND GUIDELINES IN COORDINATION WITH FOCAL POINTS IN SUB-OFFICES AND COOPERATING PARTNERS.
- CONSOLIDATE DATA AND ASSIST IN ANALYSIS AND REPORTING (ASSISTANCE NEEDS, RESOURCE UTILIZATION, PROGRAM PROGRESS, PERFORMANCE, ETC.) TO SUPPORT OPERATIONAL DECISION-MAKING.
- WORK AND EXCHANGE RELEVANT INFORMATION WITH INTERNAL COUNTERPARTS IN WFP TO SUPPORT EFFECTIVE COLLABORATION, IMPLEMENTATION AND MONITORING OF ONGOING PROJECT ACTIVITIES.
- CARRY OUT FIELD MONITORING OF NUTRITION, HIV AND SBCC ACTIVITIES IMPLEMENTED BY COOPERATING PARTNERS AND ENSURE COMPLIANCE WITH REFERENCE PROTOCOLS, IN LINE WITH NATIONAL AND WFP POLICIES.
- SUPPORT THE COUNTRY OFFICE IN ANY OTHER RELATED TASKS AS NEEDED.
DELIVERABLES AT THE END OF THE CONTRACT
- NUTRITION/HIV/SBCC DATA COLLECTED ACCORDING TO THE INDICATORS OF EACH PROJECT THROUGH THE REFERENCE SYSTEMS AND DATABASES.
- WINGS, ITS, COMET, LESS, SCOPE AND FRN NUTRITION PROCEDURES UP TO DATE, SUBMITTED AND/OR VALIDATED
- REPORTS OF THE MONITORING OF FIELD ACTIVITIES CARRIED OUT BY THE COOPERATING PARTNERS, INCLUDING RECOMMENDATIONS THE WFP.
