The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization with a mission to save lives and reduce the burden of disease in low and middle income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the aim of significantly reducing the price of life-saving medicines and improving access to these medicines in the countries most affected by the disease. About the program

The Government of Burkina Faso is committed to accelerating progress towards universal health coverage and adopting reform programmes. This includes the launch of a government-funded free-of-charge care program, which aims to completely eliminate the cost of using services for pregnant women and children under five, as well as for family planning services, so that people do not have to pay more than they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides technical expertise to the Ministry of Health at all levels of the health system, from central to peripheralwith the aim of strengthening the health system and strengthening health financing and improving the way resources are prioritized, coordinated, managed and monitored.

About the role

CHAI is looking for one/an analyst, with experience in public health and/or health economics, as well as’a experience in project management and advanced analytical capabilities, to provide quality technical support to the Ministry of Health. The/the project manager(e) will be based(e) in Ouagadougou and will support various efforts to finance and strengthen the health system. The scope of work may include, but is not limited to, the development of sound analyses that will inform the allocation and use of resources, the operationalization of the « 1 plan, 1 budget, 1 » report strategy, and the implementation of key activities, including a pilot project at the regional and district health level. The challenges facing the government evolve over time andtherefore, the work will be diverse, and this role requires a strong ability to adapt and think creatively.

Responsibilities

  • Provide close support to the government in carrying out advanced’analyses to inform priority reforms. These analyses may include those listed below:
    • Cost-effectiveness analyses of interventions, and’efficiency analyses that will inform interventions to improve financial management at the central and peripheral level and for different pillars of the health system
    • A critical analysis of the distribution of financial resources for the’ whole health system as well as related expenditures.
    • Further quantitative and qualitative analyses to assess opportunities to improve the efficiency, effectiveness and sustainability of health financing in Burkina Faso.
  • Actively contribute to the’operationalization of the’approach « 1 plan, 1 budget, 1 » report, including :
    • Support the planning and implementation of annual plans at the central and decentralized level, in conjunction with the budgeting cycle of the Ministry of Finance
    • Participate in the collection, processing and analysis of data that aims to support the decision-making in the’improvement of the process of planning, budgeting and monitoring and evaluation of the performance of the health system.
    • Support the strengthening of the governance of the health system for the development and implementation of improvements related to the’ approach « 1 plan, 1 budget, 1 » report at the national, regional and health district level.
  • With the support of the rest of the’ team, act as a strategic advisor to the interlocutors of the government and the Ministry of Health, providing support for key strategies and reforms in health financing.
  • Capability of government partners in data analysis, including costing, scenario modeling and budgeting
  • Participate in the drafting of presentations and reports for internal and external stakeholders regarding the work of strengthening the health system in Burkina Faso.
  • Work closely with the rest of CHAI’s health funding team to ensure the implementation of key projects that aim to support the implementation of government priorities.
  • Other potential tasks assigned by the supervisor.

Qualifications

  • A Master with at least 1 to 2 years of proven experience in a demanding environment, ideally in health economics, strategic or operational consulting, finance, or position as a public sector advisor in a similar field;
  • Graduate degree in health economics, finance, international development, engineering or other relevant disciplines.
  • Familiarity with global health issues and the concepts of health systems strengthening would be an advantage;
  • D’ excellent organizational and management skills, especially with regard to time management and project management. Ability to manage multiple tasks simultaneously and set priorities and manage projects under pressure ;
  • Exceptional skills in the analysis, research and presentation of qualitative and quantitative data ;
  • Past experiences in Sub-Saharan Africa would be a great asset;
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines;
  • Good command of MS Excel, PowerPoint and Word;
  • Data analysis and visualization skills on Power BI, Tableau, Stata, R, etc. would be an asset;
  • Ability to think strategically, manage ambiguity and work in a multicultural environment, independently and with a sustained pace of work ;
  • Ability to quickly learn about new topics and absorb and synthesize a wide range of information;
  • Strong ability to build consensus among diverse multi-stakeholder groups and ability to work in a multicultural environment ;
  • A strong work ethic, humility, integrity ;
  • A strong command of French and an intermediate level of’anglais at least.

    • A critical analysis of the distribution of financial resources for the healthcare system as a whole, and of related expenditure.
    • Other quantitative and qualitative analyses to assess opportunities for improving the efficiency, effectiveness and sustainability of health financing and health system strengthening in Burkina Faso.
  • Play a key role in the operationalization of the “1 plan, 1 budget, 1 report” strategy, including:
    • Support the planning and implementation of annual plans at central and decentralized levels, in conjunction with the budgeting cycle of the Ministry of Finance.
    • Participate in the collection, processing and analysis of data to support decision-making in the improvement of the planning, budgeting and performance monitoring/evaluation process of the health system.
    • Support the strengthening of health system governance for the development and implementation of improvements related to the “1 Plan, 1 budget, 1 report” at national, regional and district scale.
  • With the support of the rest of the team, act as a strategic advisor to government and Ministry of Health interlocutors, providing support for key health financing strategies and reforms.
  • Contribute to the capacity building of government staff in data analysis, including costing, scenario, modelling and budgeting.
  • Participate in the drafting of presentations and reports for internal and external stakeholders regarding work to strengthen the health system in Burkina Faso.
  • Work closely with the rest of CHAI’s health financing team to ensure the implementation of key projects aimed at supporting the implementation of government priorities.
  • Other potential duties as assigned by supervisor.

Qualifications

  • Master’s degree with at least 1 or 2 years of relevant experience in a requesting environment, ideally in health economics, strategic or operational consulting, finance, or public sector advisory position in a similar field.
  • Advanced degree in health economics, finance, international development, engineering or other relevant disciplines.
  • Familiarity with global health issues and health systems strengthening concepts would be an advantage.
  • Excellent organizational and management skills, including time management and project management. Ability to manage multiple tasks simultaneously and to prioritize and manage projects under pressure.
  • Exceptional skills in analysis, research and presentation of qualitative and quantitative data.
  • Previous experience in Sub-Saharan Africa would be a great asset.
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines.
  • Good command of MS Excel, PowerPoint and Word and data analysis software such as SPSS, STATA, R.
  • Data visualization skills on Power BI, Tableau, would be an asset.
