USAID LAGOS URBAN WATER SANITATION AND HYGIENE ACTIVITY EXPRESSION OF INTEREST (EOI) FOR REQUEST FOR PROPOSALS (RFP) FOR THE PROVISION OF WATER QUALITY TESTS FOR SERVICE DELIVERY ASSESSMENT – LAGOS, NIGERIA RFP#712.SUB002-24-LUWASH-NGA BACKGROUND USAID LAGOS URBAN WATER SANITATION AND HYGIENE (LUWASH) project in Nigeria is a program being implemented by Chemonics International Inc. through SAII Associate Z Ltd/Gte (hereafter referred to as SAII), is issuing a request for Proposals (RFP) for the conduct of water quality testing for service delivery assessment in Lagos State, Nigeria. The attached RFP contains all the necessary information for interested offerors. The U.S. Agency for International Development (USAID) funded Lagos Urban WASH activity (LUWASH) will implement activities focused on strengthening governance, increasing accountability and improving financial and technical capabilities of Public water utilities and private sector providers. The LUWASH goal is to increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos. The project aims to increase the availability, quality and use of safe water and sanitation services and improve Lagos’s governance and sustainable management of associated sector institutions. The activity’s objective is to expand and improve urban WASH service delivery and infrastructure through strengthened governance, increased accountability, and improved financial and technical capabilities of public water utilities and private sector providers. The project has four components: 1. Governance and institutional arrangements strengthened to deliver improved WASH services. 2. Improve public and private service provider performance. 3. Increase access to safe and sustainable water services and 4. Increase household access to safe and sustainable sanitation and improve the quality of source water. The proposed activity falls under component 4 of the LUWASH Activity. OBJECTIVE A key activity in the first year of LUWSAH Activity is to generate a comprehensive database for understanding the WASH sector in Lagos, including a city-wide survey to document current WASH service levels and other key information such as willingness and ability to pray. The study will be conducted in the Lagos Metropolitan Area of Lagos State – covering 16 Local Government areas in January 2024. The water quality testing is a sub-activity under the Service Delivery Assessment (SDA), which is aimed to define the status of water and sanitation service provision across the Lagos Metropolitan Area as a whole and for context-specific areas or population groups, specifically (e.g LGAs, Slums, project priority areas). The approach to this will be grounded in understanding the status of water and sanitation service provision including the quality of water supplied along the service value chains from the perspective. 1. The customer (households and institutions). 2. The providers and operators (public and private; formal and informal) 3. Institutional arrangements. The expected deliverables resulting from this award are as follows: i. Statement of approval of laboratory jointly signed by LUWASH and vendor after inspection. ii. Inception report detailing methodology/approach and tools including a well-defined work plan and resources requirements. iii. Draft final report of this assignment including the water quality analysis of all samples collected, to also include all challenges faced during the field assignment for LUWASH comments and observations. iv. Final report of the assignment including all water quality results, challenges encountered and recommendations for future occurrence and observations of LUWASH included. Companies or organizations should indicate their interest for the anticipated subcontract by sending an email indicating their intention to receive the full RFP to procurement luwashprocurement@chemonics.com on or before January 15, 2024 and the full RFP will be shared with the company immediately for a quick turnaround. Kindly note that this advert is only a summary of the RFP. Chemonics realizes that offerors may have additional questions after reading this RFP. In response, Chemonics will collate all relevant questions sent to luwashprocurement@chemonics.com and respond will be shared to all offerors via same email on January 10, 2024. The EOI for RFP does not obligate Chemonics to execute a subcontract, nor does it commit Chemonics to pay any cost incurred in the preparation and Submission of the proposal. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.
