Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened : mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in more than thirty countries with its headquarters located in Paris.
As part of’a job creation, we are looking for a Referent for palliative care H/F.
Context :
The mission of the medical department is to contribute, with the operations department and the other departments, to the social mission of the association thanks to its leadership, its expertise and advocacy in the following main areas :
- Co-construction of operational medico strategies
- Medical support to the land in terms of expertise, strategy, training and research
- Continuous improvement of the quality of care and respect for medical ethics
- Medical training
- Research, scientific monitoring, introduction / monitoring of medical innovations
- Internal and external advocacy on medical subjects
The department is headed by a medical director and 3 assistant medical directors. The’ management team is completed by a senior manager, a· responsible for projects and medical information, a research coordinator and a· trainee. The department is made up of thematic activities clusters bringing together the medical referents of the specialties concerned, mainly based in Paris and other locations in France but also in New-York, Sydney, Dakar, Nairobi.
Palliative care is one of MSF’s priority medical issues. Several palliative care activities have already been developed in different contexts: patients with advanced HIV or tuberculosis, burned, premature or newborn patients with incurable pathologies. But the’essor of projects dedicated to cancers has revealed the need for this approach with a majority of patients diagnosed at a late stage. In the field of’oncology, important advances have taken place with work on models of care, protocols or training. We wish to continue this work and extend these approaches to all patients requiring palliative care that’s whatever their initial pathologies or the context of’ intervention (including emergencies and massive influxes of wounded).

Principales responsabilités :
Sous la responsabilité hiérarchique de la directrice médicale ou de ses adjoints et en collaboration étroite avec tous les référents impliqués, vous avez pour mission de :
Participer à la définition des politiques médico-opérationnelles en soins palliatifs :
- Participer à la définition des politiques médico-opérationnelles en apportant sa connaissance et un support dans sa mise en œuvre
- Décliner la stratégie en fonction des objectifs médico-opérationnels et veiller à sa mise en œuvre
- Déterminer les projets prioritaires en fonction de cette stratégie et en adéquation avec le plan stratégique et participer à la définition du plan d’action du département
Apporter un conseil et un support auprès des cellules et des terrains :
- With the cell and field teams, actively participate in the development and monitoring of projects
- Develop, define and monitor the application and monitoring of guides, protocols and tools, including intersections
- Participate in the definition of training content and their implementation
- Ensure the (de-)briefings of his specialty to the people of the headquarters & the field
Be responsible for monitoring and’analysis of its activity :
- Participate in the definition of the indicators necessary for the monitoring and reporting of medical’activity
- Analyze the data concerning palliative care for’ all missions and prepare the annual report of the activities of its specialty
Contribute to the development of transversality and partnerships :
- Coordinate the various palliative care initiatives in collaboration with the referents involved
- Share information and knowledge, develop the ability to work with other MSF referents, services, departments and satellites
- To be the’interlocutor/trice in his field of’activity with the MSF movement and the’ outside
- Strengthen links with other actors working in the field of palliative care (academic, local, patient associations etc.) and develop a network
Carry out the medical monitoring of its specialty, S’involve in research and’Access :
- Maintain a watch on the evolutions of its specialty to develop practices, standards and new tools
- Proposer, développer et suivre des projets de recherche dans le domaine des soins palliatifs en collaboration avec les cellules, Epicentre et des autres partenaires de recherche
- Identifier les priorités en matière d’accès aux soins palliatifs dans les projets MSF mais également dans les pays d’intervention de MSF et participer à leur implémentation
Profil :
Formation:
- Médecin spécialisé en soins palliatifs avec un minimum de 2 ans d’expérience en soins palliatifs
- Un Diplôme complémentaire en soins palliatifs est un atout
Expériences :
- Expérience à MSF ou dans une organisation médicale humanitaire en soins palliatifs d’au moins un an
- Expérience de management d’équipe
Compétences et aptitudes :
- Capacité à travailler en interdisciplinaire et en collaboration
- Très bonnes capacités d’analyse, de synthèse et de priorisation
- Capacités d’expression orales et écrites
- Sens de l’initiative, vision stratégique
Langues : Français et anglais courants.
Statut : CDD à 0,2 à 0,4 ETP pendant un an. Poste cadre, basé à Paris avec télétravail possible.
Conditions : 54,58K€ brut annuel sur 13 mois, sur la base d’un temps plein.
22 jours de RTT par an. Complémentaire santé prise en charge à 100% par Médecins Sans Frontières. Titres restaurants d’une valeur faciale de 11€ (prise en charge à 60% par Médecins Sans Frontières). Prise en charge à 50% du titre de transports en commun.
Poste à pourvoir : Janvier 2024.
