Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. THE ROLE

Gavi pursues an ambitious mission across its portfolio of countries to save lives and protect people’s health by increasing equitable and sustainable use of vaccines. Traditionally, Gavi has engaged primarily with and through Governments and Alliance partners to achieve its mission, leading to important progress in immunisation globally. However, Gavi’s Board has acknowledged that the Alliance must find new and innovative ways to support immunisation in situations of fragility, emergency, and displacement, both to respond to humanitarian needs, and to inform Gavi’s own learning agenda around optimal ways of engaging in FED contexts. Specifically, Gavi now seeks to develop bolder and more effective flexibilities and programmatic models for application under its FED policy. The FED Manager’s role will be critical to this process.
MAIN DUTIES/RESPONSIBILITIES
The Senior Programme Manager, Fragility, Emergencies and Displaced Populations position is a full-time role based in Geneva, Switzerland for a period of two years. The Senior Programme Manager will serve as a first point of contact within the Secretariat regarding the FED policy and its application, and will be responsible for supporting, tracking and documenting the policy’s use. The Senior Programme Manager, Fragility, Emergencies and Displaced Populations will, in collaboration with a range of internal teams and in consultation with Alliance core and expanded partners, support the development and /or revision of FED flexibilities to existing procedures, and the establishment of entirely new ways of working. They will engage closely with Gavi Secretariat teams to streamline processes and procedures to enable the operationalisation of needed flexibilities and ways of working.
Main duties and responsibilities include:
• Serve as first point of contact for the Gavi Secretariat for all matters related to the FED policy and its application;
• Within the Secretariat, serve as a resource person on the humanitarian sector, principles, and ways of working;
• Document and track application of the FED Policy;
• Support Country Programmes Delivery and other Secretariat teams to effectively navigate the application of the FED policy;
• Liaise with relevant Gavi Secretariat teams to identify new ways of working, and solutions for streamlining new approaches within existing systems;
• Engage with Gavi’s EVOLVE project to input FED considerations into efforts to revise Gavi’s grant management system and relevant procedures and processes;
• In consultation with Gavi’s Programme Support team (PST) and others, develop policy and/or procedural guidelines and SOPs for the application of new/revised flexibilities and ways of working under the FED policy;
• Design grant templates to accommodate new models for engagement with implementing partners;
• Inform changes to due diligence processes for the identification and contracting of new implementing partners;
• Design grant application templates;
• Prepare briefings, FAQs, or other materials to update and inform internal and external stakeholders about the FED policy and ways of working;
• Support the preparation of learning activities and the development of lessons learned documents;
• Provide FED inputs and learnings to Gavi policy and strategic development processes and papers as needed.

QUALIFICATIONS
ACADEMIC
• University degree in humanitarian or development studies, international relations, public health, or other relevant discipline;
• Further qualifications in programme design, management, monitoring and evaluation, financial management and reporting, and/or public health an asset.
WORK EXPERIENCE
• Minimum of 8 years working experience in international organisations, of which at least 5 years of professional experience in the design, management and/or monitoring of humanitarian and/or development programmes;
• Minimum 2 years of work experience in countries experiencing fragility/emergencies/ displacement;
• Experience working with (I)NGOs, the UN, and/or global health institutions preferred;
• Familiarity with global health institutions, policies, and programming strongly desired.

LANGUAGES
