1.     Background  

 Oxfam is an international confederation of 19 organizations working in 94 countries worldwide to find solutions to poverty and injustice around the world. Each organization (affiliate) works together internationally to achieve a greater impact through collective efforts. Oxfam’s stated goal is to ensure vulnerable people’s needs are met (Saving lives and ensuring Sustainable livelihoods), Transform attitudes about women’s Rights and support more active citizenship and a more accountable state and private sector. By adopting a rights-based approach and in solidarity with communities Oxfam work with partners, public and private sector institutions to achieve a fairer economy with increases in incomes for the poorest and more effective support to those affected by crisis; and to change public attitudes so the rights of women are respected, to achieve a more accountable state and private sector institutions; and a stronger civil society, in which women and men know and can claim their rights.

 2.     Purpose for the assignment

 CEPAD is organizing a 3 days training for Ward Development Support Committees for the 16 Wards of Michika LGA. The 3 days training sessions will be jointly coordinated by GIZ, Oxfam, CRUDAN, CEPAD, State and LG government officials in Michika and will take place between 1st â€“ 15th November 2023. The training of WDSCs aims to build the capacities of these committees on Advocacy and lobbying strategies, principles of running a sustainable community-based advocacy platforms, fund raising for community self-help projects, project monitoring and supervision, and sustainability amongst other key capacities. This is with the view to strengthening the capacity of the WDSCs to lead on community development initiatives as captured on the LGA CDP. This is a specialized exercise requiring extensive practical knowledge of CDP processes as well as practical experience in training and mentoring of community-based organizations.  For this, CEPAD in partnership with Oxfam in Nigeria seeks qualified individuals with requisite skills and experience to serve as Ad-hoc facilitators throughout the training sessions.

 3.     Objective of the assignment

The primary objective of the activity is to strengthen the capacity of the Ward Development Support Committee (WDSC) to perform the critical functions required for driving community development initiatives as captured in the LGA CDP as it relates to their respective wards. The specific objectives of the activity will include:

  • To develop relevant training modules for building the capacities of WDSCs in Michika LGA.
  • To train and build the capacity of members of community-based group – WDSC in 16 wards of Michika on the fundamental principles of running community based advocacy platforms.
  • To Build the capacity of WDSCs on advocacy and lobbying towards the implementation of the CDP initiatives in their respective wards.
  • To build the capacity of members of WDSCs on fund raising strategies for community self-help projects as well as project monitoring and supervision.
  • To build the capacity of members of WDSCs on reporting and documentation, youth enterprise and project sustainability amongst other skills.
  • To help set-up effective monitoring structures for use by the WDSC

6 Ad-hoc facilitators will be engaged for this exercise. The Ad-hoc facilitators will be responsible for the development of relevant training modules and facilitation of training sessions across cohorts. The modules to be developed will include:

  1. Principles of running community based advocacy platforms.
  2. Advocacy and Lobbying strategies for community based platforms
  3. Fund raising for community self-help projects.
  4. Community project monitoring and supervision
  5. Reporting and documentation of community development initiatives
  6. Sustainability of community development efforts
  7. E.t.c.

The facilitators will be responsible for the following activities during the period of the work.

  1. Desktop Review of relevant literature including, inter alia, the following:
  2. Adamawa State Level CEPP Policy
  3. Adamawa State LGA CEPP Policy – Final
  4. CEPP Policy State Level Implementation Guideline
  5. Adamawa State LGA CEPP Implementation Guidelines
  6.  Develop comprehensive Training Manual and Agenda elaborating the following:
  7. The methodology/approach to the training
  8. A set of workshop materials, as guided by objectives of the training, capturing Instructor’s Manual and Guide,
  9. The Participants’ Resource Package and a standard power point presentation in an electronic form.
  10. Facilitate training of trainers for community-based groups (WDSC) in the 16 wards of Michika using Audience-friendly presentation, covering the following topic:
  11. Community project monitoring and supervision
  12. Effective Community Mobilization strategies
  13. Building and Sustaining Effective Coalitions, Networks and Partnerships

4. Methodology:

Due to the specialized nature of this service, sister NGOs which conducted trainings for community-based CDP platforms in Adamawa State including GIZ will be consulted to recommend ad-hoc facilitators from their database. The positions will be advertised for a period of 7days, applicants shortlisted for interviews. Shortlisted applicants will be interviewed and 6 selected and engaged through a Short-Term Agreement to facilitate the training sessions across cohorts. This is necessary to enhance the effectiveness of the exercise.

5     TIMELINE

Development of training modules is expected to last for a period of 3 days, while the training sessions across cohorts as well as development of activity reports is expected to last for a maximum of 12 days.

6.     EXPECTED OUTPUTS

 The assignment expected outputs are outlined below:

  1. Training modules covering topics highlighted above.
  2. PowerPoint presentations for each highlighted module.
  3. Comprehensive activity report capturing details of the training sessions and containing pictures and a list of participants trained.

7.     Funding

The activity will be funded by CEPAD and Oxfam.

8.     QUALIFICATIONS OF THE OF FACILITATORS

 Mandatory:

  • Background working with development partners.
  • 3 – 7 years of relevant experience as a training facilitator in community development planning and processes, governance and influencing, and social development-related areas with the knowledge of advocacy, lobbying, community mobilization, etc.
  • A good understanding of gender, intersectionality, diversity, and inclusion is highly desirable.
  • Excellent technical capacities in developing training materials in the said topic with the provision of work samples in the application.
  • Educational Background: A BSc./Master’s Degree in the social sciences, Development studies, and other relevant disciplines with a minimum of 5 years of experience and a PhD holder in the identified fields and other relevant disciplines with a minimum of 3 years’ experience.
  • Be fluent in English and Hausa language.
  • Experience working with community base platforms in Northern Adamawa State.
  • Familiarity with community led development initiatives and processes.

Desired:

  • Excellent Facilitation skills
  • Have good capacity to work in a team.
  • Have good understanding and knowledge of the local situation and community dynamics including cultural, gender and protection issues, including ability to effectively convey information in local language(s).
