About Us: The Syrian American Medical Society Foundation (SAMS) is a nonprofit, non-partisan, non-religious medical relief organization, with a mission to provide lifesaving healthcare services and to revitalize health systems for underprivileged Syrian refugees, internally displaced persons, and vulnerable host community members in zones of conflict and displacement. This is done by implementing an integrated model of essential services that emphasize priority needs, including the delivery of medical education, training, and financial support to physicians and other healthcare workers in Syria, Jordan, Lebanon, Turkey, Greece, and Iraq. Along with the provision of healthcare services and medical training, the SAMS Foundation also implements mental health and psychosocial support (MHPSS) programs, as well as protection against gender-based violence (GBV).

General objective of the position: The Senior Program Officer will provide effective and efficient support, coordination and management of SAMS Medical Mission Project activities. This will require: substantial initiative and judgment; understanding of SAMS Project’s Management system, policies and procedures, and will provide vital support and assistance to the Country Representative and Program Director and liaising with key stakeholders. In line with SAMS guidelines and standards. The Senior Program Officer will be based on Amman office and reporting to the Country Representative and Program Director.

Main tasks and responsibilities:

Under the supervision of the Country Representative and Program Director, the Senior Program Officer will lead SAMS projects in Jordan (international medical missions project, kidney transplant project, retina project, and residency project) as follows:

Planning:

  1. Lead the process of developing and implementing project action plans and schedules focused on key outputs and outcomes
  2. Participate in the budget development and revision process and need assessment revisions in collaboration with the functional Departments.
  3. Participate in revision of the project design, methodologies, and identify the beneficiaries and their needs.
  4. Contribute to a review of the new or existing partnership agreements various stakeholders and propose appropriate adaptations that suit the project’s needs.

Implementation, Monitoring, and Reporting:

  1. Work closely with the Mission Lead and Program Director to manage the execution of the project’s tasks and activities as per the project’s action plan.
  2. Ensure the availability and appropriate usage of the necessary supplies for health services.
  3. Support the Program Director to ensure both short- and long-term positive impacts and outcomes for the project.
  4. Oversee the project budget and spending management.
  5. Monitor the project implementation timeline, and revise to reflect unforeseen developments if necessary.
  6. Continuously monitor health activities to ensure high quality health services.
  7. Checking project progress toward meeting its objectives.
  8. Determining the cause of deviations from the plan and take the corrective actions in coordination with functional departments.
  9. Review project activities for compliance with procedures and standards.
  10. Develop and submit the monthly reports and Ad-hoc reports as per the pre-identified deadlines and templates.
  11. Maintain the proper documentation of all stages of the project planning and implementation, data records and beneficiary information.
  12. Coordinate with the other staff members in all operations related to this project implementation, data collection, and analysis.
  13. Provide support for organizing visits, meetings, events, training, and sessions related to this project.
  14. Working on developing the capacity of the project’s officer, tracking their progress toward meeting objectives and presenting the proofs to Program Director.

Liaison & Coordination:

  • Facilitate and participate in project meetings and visits.
  • Ensure communication and joint collaboration with other SAMS projects and programs.
  • Liaise and coordinate with SAMS HQ and external stakeholders as needed.
  • Coordinating the project’s activities across different organizational functions.

Perform other duties as assigned.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • BSc/BA in Management, Community health, Social Sciences, or relevant medical/ health specialties MSc/MA is a plus.
  • Project management certificates preferred.
  • 4+ years’ experience in project management in NGO environment, preferably in the health sector- previous experience in organizing medical missions preferred.

Competencies:

  • Excellent management and coordination skills.
  • Ability to work with a wide range of individuals.
  • Excellent knowledge of budgeting and resource allocation.
  • Outstanding attention to detail.
  • Strong interpersonal and presentation skills.
  • Competency in Microsoft applications including Word, Excel, and Outlook.

Languages:

  • Highly developed written and oral communication skills, English and Arabic.

CONTRACT CONDITIONS

The salary will be defined regarding the SAMS Jordan Office salary scale on-going.
