ALIMA in Mali
ALIMA has been operating in Mali since June 2011 alongside the Malian NGO AMCP – SP, with a first project in the South of Mali, in the Koulikoro region, aimed at reducing the mortality of children under 5 years old, this intervention has ended at the end of 2018. ALIMA/AMCP – SP has also been operating since March 2012 in the Timbuktu region, in response to the conflict in northern Mali and the collapse of the health system in this area. After supporting the emergency department of the Timbuktu hospital, finally handed over to MSF-F, ALIMA/AMCP-SP supported the health districts of Goundam and Diré, today only the activities of Diré have been reduced to support for internally displaced populations.
The intervention of Goundam, which only concerned the southern part of the district, followed the clashes between armed groups which led to numerous population movements in April and May 2014 to the north of Goundam, the support now concerns the CSREF and 26 CSCOM. ALIMA/AMCP -SP extended these activities in 2018 at the center with a project to support internally displaced people carried out in Niono and reopened its Dioila base for a research project relating to the introduction of the pulse oximeter in primary health care.
Currently, ALIMA/AMCP-SP operates in 3 regions of Mali and in the capital Bamako with the implementation of 5 projects:
- Timbuktu region, Goundam DS, project in the health-nutrition sector; primary health care in 25 CSComs and secondary care at the CSRef of Goundam, with the targeted free strategy (Children <5 years old and FEFA) in the 7 CSComs in the south of the district, and total free care in the 18 CSComs of Goundam. Access to care for internally displaced people in the 5 communes of the DS of Diré.
- Ségou region, Niono district, with a project to support SSP for displaced populations in the 12 communes of the Niono circle, PEC for children aged 6 months-59 months MAS in 16 district AS, and targeted free provision for children < 5 years and FEFA in 16 CSCom.
- Koulikoro region, Dioïla health district, with a research project: AIRE (improvement of diagnosis of respiratory failure in children, with introduction of Pulse oximetry in IMCI at the primary health care level (at CSCom level).
- Bamako health region, in the Commune health district, with a research project: OptiMA Project: Optimization of the management of Acute Malnutrition (MAS and MAM). Pilot test in the health district of commune I.
POSITION LOCATION: Niono – Mali
PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 3: As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.
FUNCTIONAL AND HIERARCHICAL LINKS
- He/She reports to the head of mission based in coordination.
- He/She supervises the project management team (for example the Medical Referent, the Administration Manager, the Logistics Manager and the Nursing Manager) as well as the national teams in collaboration with technical advisors at project level.
- He/She collaborates with coordination (medical, logistical and financial and human resources) and with partners.
MAIN MISSION
Under the supervision of the Head of Mission, you are responsible for the implementation of the country operational strategy in your area of intervention, in line with the three-year strategic plan and ALIMA’s mandate.
More specifically, you are responsible for the implementation of the project and contributing to the results set for the project according to the evolution of the humanitarian situation and needs in the area of intervention and on the basis of the medical-operational objectives prefixed in collaboration with the coordination, in compliance with humanitarian principles and ALIMA’s mandate.

EXPERIENCES ET COMPETENCES
Experiences
- You have successful experience within a medical INGO in project management and supervision of a multicultural team. You demonstrate strong negotiation skills and are capable of developing and maintaining an effective network. You know how to operate in degraded security and/or emergency contexts (epidemic management).
- In-depth knowledge of humanitarian donors is an asset. You are comfortable with IT tools (word, excel and internet). You encourage teamwork, are problem-solving oriented and communicate easily.
LANGUAGES
- Good command of French (read, written, spoken) essential
- Fluency in a local language is an asset
CONDITIONS
Duration and type of contract: 6-month renewable fixed-term contract under French law.
Starting position: December 2023
Salary: According to ALIMA salary scale + valuation of experience + Per diem
ALIMA supports:
- Travel costs between the expatriate’s country of origin and the place of mission
- Accommodation costs
- Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
- Evacuation for the employee and his dependents
