With first destination in Nigeria.
The organization of work in this position requires the continuous presence of the worker at the workplace during working hours. In the event that due to unforeseen necessity this cannot be fulfilled, the worker will be repatriated with all guarantees.
Features:
Its priority function will be the monitoring and control of the delegated cooperation programs/projects in the destination country, reliably applying (and helping to apply) the standards and procedures and common practices, recognized as more effective and efficient, applicable to entity projects in any field so that they advance optimally, adjusting to their cost, scope and schedule baselines. This implies:
• Manage changes that are essential for the proper execution of the project.
• Control that the programs/projects are executed within the agreed deadline and take appropriate early measures to correct deviations
• Financial and administrative control of the programs/projects and payment capabilities, maintaining the relationship between collections and payments positive, in such a way so that the project meets its payment obligations with the invoiced party.
• Control purchasing procedures and resolve contract problems.
• Control the risks and exert influence on those identified, trying to avoid or reduce the negative ones and enhance the positive ones.
• Help obtain, manage and use the necessary resources for the execution of the Project.
• Manage the Project communication channels and establish meetings, supporting the training of project team members.
• Follow-up and monitoring trips to programs/projects in the region

Requirements (mandatory):
– Bachelor’s Degree, Engineering, Degree + Official Master (Qualification approved in Spain).
– At least 5 years of experience in management and implementation of development cooperation projects.
– At least 3 years of experience in the execution and/or monitoring and control of interventions in the rural development sector and local development policies.
– Minimum B2 level of English.
– Minimum B1 level of French.
Merits (valuable):
– Master or postgraduate degree or accreditation in Agronomy, Irrigation, Rural Development, Territorial Environmental Management.
– Experience of at least 1 year in the field management and implementation of international cooperation projects in Sub-Saharan Africa.
– Demonstrable experience of at least 1 year in execution and/or monitoring and control of Delegated Cooperation interventions with European funds.
– Demonstrable experience of at least 1 year in public procurement, including the preparation and review of tender and tender documents, as well as the processing and monitoring of administrative procedures.
– Level C1 or higher of English.
– Level B2 or higher in French.

– Fixed-term contract with an estimated duration of 12 months, associated with the execution of the assignment detailed in the publication for the Recovery, Transformation and Resilience plan or with financing that comes from European Union Funds.
