1. Context:

Northeast Nigeria has been stirred by violent conflicts and the presence of Non-State Armed Groups (NSAGs) for over 12 years amidst a humanitarian crisis that has led to mass displacement of civilians both within and outside Nigeria. The displacement includes over 2.9 million Internally Displaced People (IDPs) and 360,000 refugees that had fled to the neighbouring countries like Niger, Chad, and Cameroon. Furthermore, the activities of NSAGs have undermined local economic structures and an already underperforming labour market.

Due to the context of the northeast region, the Government of Nigeria (GoN) put in place, an operational programme to support the disassociation, rehabilitation, and preparation for reintegration of former NSAG associates. The rehabilitation programme targets individuals formerly associated with NSAGs with a six-month rehabilitation programme implemented at a rehabilitation centre in Mallam Sidi Gombe State.

The consultant will provide assessment and supervision of the construction of the individual counselling rooms, the installation of ceilings and fly-screen nets at the dining spaces at the OPSC camp, and other construction activities required by the Camp management.

Under the overall supervision of the Chief of Mission, the direct supervision of the DDRR Project Manager, and in close coordination with the National Officer, the consultant will be responsible for the assessment and supervision of the construction of the individual counselling rooms, the installation of ceilings and fly-screen nets at the dining spaces, and other necessary infrastructure works implemented by IOM at the government’s rehabilitation camp in Gombe

2. Core Functions / Responsibilities:

The tasks listed below will be subject to ongoing review and, where necessary, adjusted in consultations between the incumbent and IOM:

  1. Implement field visits to OPSC camp, Gombe for an assessment of the sites.
  2. Supervise the activities implemented by IOM vendors for the construction of individual counselling rooms, the installation of ceilings and fly-screen nets at the dinning spaces at the OPSC camp, Gombe according to the specifications provided by the DDRR programme, designs, and bill of quantity per construction, and other infrastructure, and maintenance works coordinated between the DDRR Programme Management and the rehabilitation camp staff.
  3. Submit monthly progressive reports and final reports on completion.
  4. Quickly respond and report all deviations from the original plan.
  5. Ensure high quality and accuracy on materials used and timely construction according to the construction workplan and bills of quantity (BOQs).
  6. Work closely with the OPSC camp management staff, the DDRR Programme Manager and the DDRR National Project Officer.

3. IOM PROJECT TO WHICH THE CONSULTANCY IS CONTRIBUTING*:

The consultancy is contributing to the project “Strengthening rehabilitation and community-based reintegration processes in Nigeria, with a regional approach”.

The purpose of this consultancy is to support the strengthening of the capacity of the Federal Government of Nigeria to effectively implement rehabilitation programming, through the construction of individual various facilities in the rehabilitation camp.

4. MAIN RESPONSABILITIES:

With the support of the IOM DDRR programme, in coordination with the Programme Manager Project Officer and the National Officer the consultant will:

  • Support the GoN in supervising the construction of the individual counselling rooms, the installation of ceilings and fly-screen nets at the dining spaces at the OPSC camp and provide maintenance activities required for the implementation of vocational training in the centre.

  • Fly-screen net for dinning space at OPSC Camp
  • Provide maintenance activities required for the implementation of vocational trainings in the centre.

First instalment payment upon submission and approval of deliverable.

Second Deliverables

Consolidated advance report of construction, after completing 40% of all construction work for the facilities.

  • Individual counselling rooms
  • Installation of the ceilings at the dinning space at OPSC Camp
  • Fly-screen net for dinning space at OPSC Camp
  • Provide maintenance activities required for the implementation of vocational trainings in the centre, and other infrastructure arrangements.

Second instalment payment upon submission and approval of deliverable

Third Deliverables

Consolidated advance report of the construction, after completing 70% of all construction work for all the facilities.

  • Individual counselling rooms
  • Installation of the ceilings at the dinning space at OPSC Camp
  • Fly-screen net for dinning space at OPSC Camp
  • Provide maintenance activities required for the implementation of vocational trainings in the centre, and other infrastructure arrangements.

Third instalment payment upon submission and approval of deliverable.

Fourth Deliverables

Final supervision and signing of the Certificate of final acceptance for the construction works. Finalized before end date of contract.

.6. Performance indicators for the evaluation of results:

  • Satisfactory completion of tasks indicated in the ToR.
  • Quality of work: Depict skills on attention to detail and commitment to maintaining high-quality construction standards, ensuring that the final product meets or exceeds expectations.
  • Quality of services provided to the camp to meet project goals.
  • Clarity: Ability to communicate the projects and construction updates in a clear and concise manner.
  • Understanding: Ability to understand and interpret the complexities of the mental health situations of beneficiaries in the camp.
  • Collaboration: Ability to work collaboratively with other stakeholders, including architects, contractors, suppliers, and regulatory authorities, to ensure smooth project execution.
  • Responsiveness: Ability to provide timely responses to inquiries.

7. Education:**

  • Bachelor’s degree in civil engineering, Construction Engineering, Construction Management or Architectural Engineering or a related field is the standard educational requirement from an accredited academic Institution.
  • Certified Construction Manager (CCM) or Project Management Professional (PMP) and Professional Engineer (PE) Licensed.

8. Experience & Skills:**

  • At least 4 years of practical experience working on various construction projects.
  • Experience in in using engineering software like AutoCAD, Building Information Modelling (BIM) software, and project management tools.
  • Working experience in the region is an asset.
  • Strong analytical skills.
  • Demonstrated ability to meet deadlines

9. Travel required

Yes, Travel to Mallam Sidi, Gombe States. The Consultant will be responsible for: Payment for local transport in Gombe

10. Languages:

Fluency in English is required (Oral and Written).

Advantageous:

have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
