Job Title: Health, Safety & Environment (HSE) Officer – Project Supervision
Location: Lagos

Role Overview
- The HSE Officer will be responsible for ensuring that all project activities for the new distribution network are executed in full compliance with health, safety, and environmental standards.
- The role involves close monitoring of on-site activities, proactive risk management, and strict adherence to local and international safety regulations during installation, commissioning, and early operations.
Key Responsibilities
HSE Planning s Implementation:
- Develop, implement, and maintain the project-specific HSE plan in alignment with applicable laws, regulations, and company standards.
- Identify potential hazards and establish preventive measures before commencement of each project activity.
- Participate in pre-commissioning safety assessments and readiness reviews.
On-Site HSE Supervision:
- Monitor daily site operations to ensure compliance with HSE requirements.
- Conduct safety briefings, toolbox talks, and emergency drills for all personnel.
- Supervise contractors and subcontractors to ensure HSE adherence during installation, testing, and commissioning.
Compliances Regulatory Alignment:
- Ensure full compliance with local safety laws, environmental guidelines,
- IEC/IEEE standards, and relevant regulations.
- Verify contractors’ HSE documentation, permits, and certifications.
- Liaise with regulatory bodies during inspections or audits.
Incident Management:
- Investigate all incidents, near-misses, and unsafe conditions, and recommend corrective/preventive actions.
- Maintain proper documentation of all safety incidents and follow-up actions.
Reporting s Documentation:
- Submit daily and weekly HSE reports to the Project Manager.
- Maintain accurate safety records, inspection logs, and training attendance.
- Contribute to the final project documentation and handover reports.
Qualifications s Requirements
- Bachelor’s Degree or HND in Safety, Environmental Science, Engineering, or related field.
- Minimum 5 years’ HSE experience in electrical distribution or utility projects.
- Certification in HSE (e.g., NEBOSH, IOSH, ISPON) is mandatory.
- Strong knowledge of IEC, IEEE, and local safety standards.
- Demonstrated ability to work in high-pressure, fast-paced project environments.
- Excellent communication and interpersonal skills.
Key Deliverables:
- HSE Inception Report C Risk Assessment.
- Daily and Weekly HSE compliance reports.
- Incident/Accident investigation reports.
- Final HSE compliance and closure report at project handover.
