Job Description
- Reporting to the Head of Risk & Compliance, Operations, the Regional Security Officer’s (RSO) overall mission is to oversee and provide advice/guidance on safety and security risk management through increased capacity, technical support and advice both to the global team and country programmes on all aspects of staff safety and security and ensure appropriate systems are in place at global and country level. The RSO will provide support and guidance to m2m’s Operations team and country directors and local security focal points on crisis management and security incident analysis including post incident lessons learnt reviews.
- This position will be based in one of our m2m in Nigeria, DRC, Mozambique, South Africa.
Security Focal Point:
- Serve as a security focal point for m2m globally.
- Represent m2m at interagency regional security forums and meetings.
- Provide advice and programme recommendations to the Operations team and Country Directors on all matters related but not limited to security management, security planning and implementation, staff and site security, protocols and procedures.
- Orient new staff arriving in the region with a global trend, analysis as to complement in country focal points’ orientation.
Security Planning, Guidelines and Global Security standards:
- Work with Country Directors and Head of Risk and Compliance to develop, manage, and coordinate all m2m country security and safety programmes, plans, and policies relevant to the project including detailed security procedures that comply with m2m’s Security Policy.
- Provide security, safety, and risk mitigation advice and recommendations to the m2m management team and employees in all key countries.
- Ensure that employees, consultants, and all other official m2m representatives comply with the m2m Security Policy.
- Plan Minimum Operating Standards for Security, and contingency plans
- Ensure the appropriate risk mitigation measures are taken by m2m country offices to respond to threats or changes in threats. This includes physical protection measures, safe working routines, movement restriction, protection equipment, and additional security staff provision, as required.
- Maintain and ensure key offices have a current, updated, appropriate Security Management Plans that reflect an updated risk assessment and updated Crisis Management Plans that include relevant information about local resources, insurance, etc.
- Update the Standard Operating Procedures according to the above-mentioned assessment in relation with the Security Focal Points in country offices.
- Working in conjunction with the Country Leads, undertake a security assessment based on the guidelines provided by m2m HO. Present the information to the CL in report form.
- Develop a network of relationships with peers in the humanitarian community (UN, NGO, INSO, NRD and ICRC) and actively seek opportunities for formal and informal cooperation in the region.
Technical support and Training:
- Provide technical support through consultations in person, by phone, Teams, or email with all requesting staff.
- Conduct regular security field audits and site assessments on request to assess security environments, report on findings and design necessary improvements.
- Ensure that the m2m Security Policy and individual Office Security Plans are distributed to all employees.
- Assist and provide expertise to regional, country and field-based departments in security risk assessment and analysis for future projects.
- Conduct regular training and drills for employees including office lock down drills, office evacuation and fire drills. This includes first aid and fire response training for appropriate staff.
- Where m2m countries have a requirement for Office Health & Safety Committees, coordinate safety and security measures with Committee Chairs.
- Support country security focal points to ensure all new employees, visiting employees, consultants, and official visitors working in m2m Offices and/or traveling in m2m vehicles receive appropriate security orientations and briefings.
- Ensure employees are adequately trained on the following:
- The need for all employees to maintain a high level of situation awareness and to report any concerns they have.
- Employee movement and travel planning and control procedures.
- Communication procedures included emergency phone trees, SMS blast services, and contact lists; and
- Implementation and execution actions relating to the Crisis Response Plan.
- Coordinate post-incident follow up actions, analysis and recommendations.
- Facilitate, provide support and train in the proper use of common communications and security assets including HF and VHF radio networks and satellite phones according to radio protocols and other communications technologies.
- Ensure proper guards’ selection and management of contractors.
- Ensures that security personnel (security focal points and country security officers) are knowledgeable about their role and responsibilities and provides necessary training with security focal points.
- Additional assignments:
- As instructed by the Head of Risk & Compliance, Operations. This may include providing input and expertise to wider organisational security questions and policies, as well as new country expansion assessments.
Job Requirements
Qualifications and Experience:
- 4-year university degree or equivalent
- Minimum of five (5) years general work history in a similar role with regional responsibilities.
- Minimum of three (3) years professional experience in security management in a development or humanitarian context.
- Proven ability in security management and/or crisis management in an unstable and insecure environment. Previous experiences managing humanitarian crisis/emergencies an added advantage.
- Effective technical/instructional skills
- Strong analytical and organizational skills with the ability to manage multiple complex tasks independently
- Strong leadership and communication (interpersonal, verbal and written) skills
- Experience in conducting security assessments preferred
- Ability to travel up to 50% of the time as roving RSO
- Proven understanding of security management protocols essential.
- Demonstrated ability to solve challenging and complicated security issues.
Competencies:
- Ability to develop in-depth understanding of and willingness to comply with all m2m policies and procedures.
- Proficient at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc.
- Ability to draw information from a broad range of sources and provide concise and timely analysis and recommendations.
- Demonstrated ability to engage all team members as resources to manage security and contextual awareness in a manner that is proactive.
- Ability to train employees from diverse backgrounds and experiences on the importance of safety and security and compliance with m2m safety and security policies.
- Must have the physical capacity to travel extensively on short notice within one of m2m’s countries, especially DRC, Nigeria, and Mozambique.
- Written and spoken fluency in English, a plus for French and/or Portuguese.
