opportunities for them to help themselves again. The work of ZOA is coordinated from the
Netherlands. We are active in multiple countries in Africa, South America, the Middle East Region,
and Asia. We work with approximately 900 employees worldwide and with (local) partners.

We are recruiting to fill the position below:

Job Title: MEAL Officer

Location: Bama, Borno
Employment Type: Contract
Cntract Duration:  Fix Term – One Year ( Renewable position based on the need)
Workhours: Full-time

ZOA’s Programme in Nigeria

  • ZOA has been working in Borno State in Nigeria since 2016, especially in 10 LGAs in Borno State and 3 LGAs in Yobe State.
  • We reach out to the internally displaced persons and vulnerable host communities with emergency humanitarian & early recovery assistance to meet their needs. ZOA Nigeria focuses on Food Security & Livelihoods, WaSH, Education.
  • Position is opened for National Candidates.

Responsibilities

  • Lead the planning and implementation of monitoring, evaluation, accountability, and learning (MEAL) activities in line with project objectives.
  • Develop MEAL frameworks, tools, and data collection methodologies for effective program tracking.
  • Ensure that cross-cutting issues such as participation, gender, age and disability are effective. Addressed/mainstreamed in all project implementations as part of ensuring accountability  Assessments, surveys, and evaluation
  • Facilitate and/or coordinate all country assessments, evaluations and performance evaluation tasks including planning and reporting on the same. 
  • Assist in the development of TOR for external surveys and consultant recruitments/selection..
  • Timely plan and initiate all pre- and post-intervention assessments, KAP surveys, After Action Reviews, Post Distribution Monitoring and Real-Time Evaluation of emergency programmes.
  • Conduct regular field visits to monitor project implementation, data quality, and beneficiary feedback.
  • Support data collection, cleaning, analysis, and timely reporting of project indicators.
  • Train and build the capacity of project staff and community volunteers on MEAL tools and practices.
  • Work closely with program teams to integrate MEAL findings into program planning and implementation.
  • Ensure accountability mechanisms such as feedback and complaints handling systems are functional and accessible.
  • Support the development and documentation of success stories, lessons learned, and case studies.
  • Contribute to donor reports and ensure that data is accurately reflected.
  • Participate in periodic project reviews and evaluations.

Requirements

  • Bachelor’s degree in Statistics, Social Sciences, Development Studies, or related field.
  • At least 3 years of experience in MEAL or a similar role within the humanitarian or development sector.
  • Proven experience in designing and implementing M&E systems and tools.
  • Strong data analysis skills using software like Excel, Kobo, SPSS, RedRose or Power BI.
  • Experience in facilitating training and capacity-building activities.
  • Knowledge of accountability mechanisms and feedback handling systems.
  • Excellent communication and report writing skills.
  • Fluency in English; local language proficiency is an asset.

Special Conditions:

  • Frequent travel to in-field locations within the programme area, and to other ZOA programme locations, and stay with the project implementation team for further guidance and support.
