
Background
The Norwegian Refugee Council (NRC) is seeking a qualified research consultant to conduct an in-depth study on Anticipatory Action (AA) in displacement situations. Climate change, conflict, and displacement are interlinked, and proactive humanitarian interventions are necessary to mitigate their impact. This research aims to assess and document the effectiveness of AA in NRC operations and contribute to the organization’s strategic development of AA frameworks.
Scope of Work
The consultant will be responsible for:
- Conducting a desk review of existing NRC AA initiatives and global best practices.
- Analyzing early warning systems in selected countries (Somalia, Iran, Niger, and Colombia) and their integration into humanitarian response.
- Examining forecast-based actions taken by NRC country offices and identifying challenges and opportunities.
- Engaging with NRC staff, partners, and affected communities through key informant interviews (KIIs) and focus group discussions (FGDs).
- Producing a comprehensive research report, including practical recommendations for NRC’s AA strategy.
- Developing training materials and capacity-building resources based on the research findings.
- Organizing learning and dissemination workshops for NRC teams and external stakeholders.
Key Qualifications
- Minimum five years of experience in humanitarian research, evaluation, or policy analysis.
- Expertise in anticipatory action, climate adaptation, and humanitarian programming.
- Strong proficiency in mixed-methods research, including quantitative and qualitative data collection.
- Experience working in conflict-affected and climate-vulnerable contexts.
- Ability to travel to at least one selected country for fieldwork (as agreed with NRC).
- Excellent analytical and communication skills.
- Fluency in English (French or Spanish proficiency is an advantage).
