Plan International Jordan was established in 2016 and has programs throughout the country on education, youth empowerment, and protection in Amman, Karak, Jarash, and Azraq camps. Plan’s Global Gender Equality and Inclusion policy states that the core objectives of Plan International’s work are to achieve gender equality, promote gender justice, realize their rights, fostering an inclusive society. This commitment is reflected in our five-year country strategy, our Values, and Behaviours Framework, and our Theory of Change.

We aim to:

  • confront and challenge discrimination and human rights violations based on gender. This includes gender-based violence and other forms of exclusion.
  • challenge stereotypes and unequal power relations between women, men, boys, and girls to promote gender equality, girls’ rights, and inclusion.
  • foster an organizational culture that embraces and exemplifies our commitment to gender equality, girls’ rights, and inclusion, while supporting staff to adopt good practices, positive attitudes, and the principles of gender equality and inclusion.

Project Background

The She Leads project is designed to contribute to the institutionalization of meaningful participation with the influence of the Girls and Young Women (GYW) in both formal and informal institutions. With this project, the aim is to realize the development goals and the gender-focused commitments of Jordan, including UN’s Sustainable Development Goal 5: “achieving gender equality and empowering all women and girls.” Therefore, through the She Leads project, Plan International’s work is focused on an inclusive setting offering all people from the GYW to participate in a diverse environment regardless of their (religion, nationality, ethnicity, color, etc.). this 5-year this project, aims to: 1) promote positive social norms in Jordan to unlock girls’ and young women’s potential, 2)enable the civil society in Jordan to implement gender-sensitive programming and promote meaningful participation of GYW, and 3)the ambition is for the national legislative environment to adopt a gender-sensitive approach by 2025.

The Jordanian National Commission for Women (JNCW) is the leading national mechanism for advancing women’s status in Jordan. Established by Cabinet Decision No. 21/11/3382 in 1992, the Commission plays a pivotal role in promoting women’s participation in achieving sustainable development. It serves as a key reference for official entities across the Kingdom on all matters related to women’s affairs. Among its core responsibilities are integrating gender issues into national strategies and policies, monitoring progress in achieving equality and equal opportunities, and raising societal awareness about the importance of women’s role in sustainable development.

As part of the implementation of the National Strategy for Women (2020-2025) and its Action Plan (2023-2025), the Commission continues to focus on six main pillars: women’s economic and political empowerment, the promotion of their human rights, combating violence against women and girls, fostering a positive societal culture, and integrating a gender perspective into public and private institutions.

One of the Commission’s key initiatives is Shama’a Network, launched in 2008 under the patronage of HRH Princess Basma bint Talal. The network serves as a vital platform for collaboration between government institutions and civil society to combat violence against women. It aims to unify national efforts in addressing gender-based violence through effective coordination and expanding the network of partners.

Based on Plan internation in Jordan work with Shamaa network for the past two years, the following topics has been prioritized to support the network work in advancing gender equality and enhance women and girls’ status in Jordan:

  1. Monitoring and Evaluation
  2. Financial management
  3. Proposal writing and reporting skills
  4. Peer education to address violence against womenTwo of those modules have been already developed under the project ( 3 and 4 ) and needed only to be reviewed while the modules under topics (1 and 2) needed to be developed.

Objectives of the assignment:

This assignment aims to conduct eight trainings for the Shama’a Network and youth Core group of Jordanian National Commission for women throughout (April to August) as follows:

  1. Training Name: Monitoring and Evaluation for Shama’a Network– Objective: Enhance participants’ understanding and application of M&E principles, tools, and methodologies for gender equality initiatives, women empowerment, community engagement and other related initiatives. The training aims to build their capacity to design, implement, and assess programs effectively by setting clear gender responsive/transformative indicators and tools, tracking progress, analyzing data, and utilizing findings for informed decision-making. This will ensure accountability, improve program impact, and support evidence-based planning and reporting-Number of Trainings :2-Number of Attendance per training :20
  2. Training Name :Financial management for Shama’a Network-Objective: Enhance participants’ knowledge and skills in financial management by providing them with essential tools and best practices for budgeting, financial planning, reporting, and accountability. The training aims to strengthen their ability to manage funds effectively, ensure transparency, and maintain financial sustainability within their organizations or initiatives with a focus on gender mainstreaming specially gender sensitive budgeting.-Number of Trainings : 3-Number of Attendance per training :20
  3. Training Name: Concept note and Proposal writing and reporting for Shama’a NetworkObjective: Equip the participants with the skills and techniques necessary to effectively communicate ideas, proposals, and findings in a clear, concise about the different societal dynamics ,community relations and how that may affect the design of any intervention. also to focuses on understanding the structure and components of proposals and reports, improving writing style and tone, conducting research, organizing information logically, and presenting data effectively. Additionally, equip the participants with knowledge, skills and tools to mainstream gender during the design, implementation and closure phase of each project.-Number of Trainings :2-Number of Attendance per training :20
  4. Training Name: Peer education to address violence against women. For the youth core group.-Objective: Equip participants with the knowledge, skills, and tools to effectively educate their peers on preventing and responding to violence against women. The training aims to foster awareness, challenge harmful social norms, promote gender equality, and empower individuals to become advocates for change within their communities. Through interactive learning and discussion, participants will develop strategies to support survivors, engage their peers in meaningful dialogue, and contribute to a culture of non-violence and respect. Keeping in mind the international guidelines and best practices with a huge focus on promoting positive social norms and address negative social norms around GBV.-Number of Trainings : 1-Number of Attendance per training :20

The specific objectives of the assignment:

  1. Monitoring and Evaluation (M&E) Training-Build participants’ understanding of key M&E concepts, frameworks, and methodologies.-Enhance skills in developing M&E plans, setting indicators, and tracking project progress.-Integrating gender equality in M&E frameworks by developing gender responsive/transformative indicators and tools-Strengthen the ability to collect, analyze, and interpret data for informed decision-making.-Improve reporting skills to effectively communicate project impact to stakeholders.-Equip participants with tools for conducting evaluations and using findings to enhance program effectiveness.
  2. Financial Management Training-Provide an understanding of financial planning, budgeting, and resource allocation.-Enhance knowledge of financial reporting and compliance with donor requirements.-Improve skills in financial tracking, expense monitoring, and risk management.-Strengthen participants’ ability to develop and manage financial documents such as budgets, cash flow statements, and financial reports.-Foster accountability and transparency in financial practices within organizations and projects.-Building understanding about gender sensitive budgeting,
  3. Proposal Writing and Reporting TrainingDevelop participants’ ability to write clear, structured, and compelling project proposals.Strengthen skills in defining project goals, objectives, activities, and expected outcomes.Enhance understanding of donor requirements, funding priorities, and proposal evaluation criteria.Improve the ability to develop logical frameworks, budgets, and sustainability plans.Build capacity in writing high-quality project reports that effectively communicate results and impact.Building capacity about understanding the interrelation and impact of the societal structure, community intra relation, power dynamics and the patriarchy system of each community and have the capacity to address all those issues as part of teh proposal.Equip the participants with knowledge, skills and tools to mainstream gender during the design, implementation and closure phase of each project.
  4. Peer Education to Address Violence Against Women TrainingIncrease awareness of gender-based violence (GBV) and its impact on women and communities.Equip participants with effective peer education strategies to raise awareness and challenge harmful norms.Enhance skills in facilitating discussions, engaging peers, and promoting gender equality.Strengthen participants’ ability to provide support and refer survivors to appropriate services.Empower participants to design and implement peer-led initiatives to prevent and respond to violence against women.Contextualize the international guidelines and support creating a culturally sensitive approach with clear alignment with those guidelines.

Expected Deliverables

  1. The trainer is expected to deliver educational expertise and develop the training material in the Arabic language to the participants and engage as a facilitator in preparing, facilitating, implementing, and evaluating the activities carried out during the training. In the course of the training period, the facilitator will prepare and implement the program of the activity and outlines of working sessions in cooperation with She Leads project team and technical team. And the following deliverables are expected:Draft an outline for the assignment and explain the proposed methodology for achieving the above-mentioned objectives along with tentative agenda.Develop a detailed work plan for the full period of the assignment along with a sample of pre-post assessments on the technical part of the training.Provide eight training sessions between April and August.Provide written training material to plan international.Submit a final report after each thematic training to highlight successes, challenges, recommendations, and areas of improvement based on the pre-post assessment.

Duration and Timeline

The work should commence immediately after the consultant signs a contractual agreement with Plan International Jordan. The consultant/ Agency is expected to design the work plan for the assignment and submit it within 3 working days after signing the contract.

Developing training material: 10 Days

Delivering eight trainings : 24 days (8 trainings 3 day for each)

Submitting the draft reports along with the pre-post assessment results: 6

Consultant Required Skills and Experience:

  1. Proven professional record in conducting similar assignments and achieving expected results.
  2. Proven experience in designing and delivering capacity-building training for the above-mentioned thematic.
  3. Experience working in humanitarian, development, and gender-related fields, particularly in the MENA region.
  4. Excellent written and verbal communication skills in Arabic and English.
  5. Strong analytical, problem-solving, and mentoring skills.
  6. Strong sense of Flexibility and adaptation.
  7. Ability to develop high-quality training materials, tools, and templates tailored to the needs of the participants.
  8. Excellent communication and presentation skills, with the ability to engage and inspire participants of diverse backgrounds and skill levels.
  9. Has carried out at least two similar consultancy contracts around the same core subject areas.
  10. Over 3-5 years of professional experience in training , preferably for women and girl’s issues,

Evaluation criteria

Interested consultants should submit their CVs along with a technical and a financial proposal, as per the following criteria:

  1. 65% Technical:Demonstration of the consultants’ understanding of the terms of reference. This will be included as an interpretation of the consultant’s understanding of the requirements of this assignment rather than a summary or re-statement of the Terms of Reference;A detailed methodology on how the consultant will conduct the training, including outcomes, results to be achieved, tentative agenda.Sample of pre-post assessment intended to take place to measure results and assess the effectiveness of this training.The CVs should match the technical expertise in the above mentioned technical.
  2. 30% Financial:An itemized and detailed budget, indicating the unit costs for consultancy fees. Please note that Plan International Jordan will provide all logistics. A point scoring out of 100 points, shall be applied based on the following percentage for the two major components (technical and financial).
  3. 5% Gender responsive Procurement:Plan International defines a gender-responsive business as one that meets criteria for integrating gender equality and women’s empowerment principles in its policies and practices, and which is aligned to international norms and standards. This could be: a. Women-owned business:legal entity in any field that is more than 51% owned, managed and controlled by one or more women.Women-led business: A legal entity in any field that has a minimum of 50% women representation in management with senior-level, strategic decision-making capabilities.Gender-responsive business: Legal entity that actively promotes gender equality and empowerment of women and young women through their policies and labor practices

Evaluation of Financial Proposal

  1. Evaluation of financial Proposals shall be done only for those individuals/companies meeting the minimum score for a technical proposal.
  2. Thirty (30) points shall be the maximum total score given to the financial component (price).
  3. The applicant should provide a clear price breakdown.

Upon opening all the Financial proposals, the maximum score is given to the lowest-priced proposal. All other price proposals from interested consultants shall be allocated scores in inverse proportion to the lowest price

Payment methods:

  • 20% of the payment will be upon receiving the workplan.
  • 30% upon the completion of four training sessions and submission of their respective reports,
  • while the remaining 50% will be paid after conducting the final four training sessions and submitting the final report.
