TEAM PURPOSE:
The Programme team is tasked with designing programmes that are relevant and responsive to the country’s needs, considering the political, economic, social, cultural context and funding realities, and priority programmatic areas, including Climate Justice, Justice between women and men and Economic Justice.
This requires a thorough understanding of the local context, including the needs of vulnerable communities and the challenges they face. Additionally, the Programme Team is responsible for effectively managing and monitoring the implementation of these programmes to ensure they are delivered efficiently and effectively. They must ensure that the programmes are in line with the Oxfam in Iraq’s overall objectives and outcomes and that they contribute to the organization’s mission of ending poverty and inequality.
The team is also responsible for designing, implementing, and monitoring programs, ensuring programmatic quality, donor compliance, and strategic partnerships to achieve organizational goals. At the forefront of the capacity strengthening of partners and at the implementation of the Oxfam Iraq agenda, together with the learning endeavour.
JOB PURPOSE:
The Programme manager oversees the Climate Justice, Economic Justice and Gender Justice projects including financial management, ensuring compliances are met and effective coordination with the thematic heads.
Promotes safe programming along with other sector leaders and advisors.
Is accountable for ensuring community participation in shaping programme decisions and actively seeks a partnership approach and work following the feminist principles including strong awareness of power dynamics
The Programme manager will represent the programme, build relationships with project stakeholders, and ensure regular coordination among partners, Oxfam’s leadership, affiliate and reporting to the donor.

Strategic Alignment and visioning: Ensuring that each project within the program supports the programmatic vision and the programme contributes to the organization’s strategic objectives and priorities.
Resource Allocation: Optimizing the allocation of resources (e.g., finances, personnel, equipment) across projects and program initiatives to maximize efficiency and effectiveness.
Risk Management: Identifying, assessing, and mitigating risks across the programme/ portfolio to minimize potential negative impacts on the organization.
Performance Monitoring: Tracking the progress and performance of projects and initiatives within the programme/ portfolio to ensure they meet their objectives and deliver expected benefits.
Decision-Making: Making informed decisions about starting, continuing, or stopping projects and initiatives based on their performance and alignment with programmatic strategic goals.
An understanding of the wider issues of the team members’ professional work, the international humanitarian context, Oxfam’s ways of working, the priorities of other departments/regions and divisions within Oxfam.
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Programme Management and Oversight
- Provide strategic leadership to project teams and partner organizations to deliver large, complex, multi-stakeholder projects and programs.
- Maintain strong oversight of program accountability, ensuring key outputs are delivered within agreed timeframes and allocated resources, as defined in agreements and contracts.
- Effectively manage program inception phases, including workforce planning, recruitment, onboarding, MEAL activity planning, and compliance with Oxfam systems (OPAL, CRIMSON, PeopleSoft).
- Offer technical and programmatic support to ensure quality implementation, monitoring, evaluation, learning, and adaptive programming in a participatory manner.
- Prepare and analyze information for donor and internal reports, ensuring they meet Oxfam and donor standards, with timely and high-quality submissions.
- Regularly review program performance with key staff and stakeholders, addressing risks, challenges, project progress, and expenditures while providing necessary support and advice.
- Collaborate with the MEAL team to assess program impact and outcomes, document lessons learned and best practices to inform future programming.
- Enhance program impact and quality through networking, leveraging opportunities, influencing stakeholders, and establishing meaningful linkages.
- Leverage/ensure synergies in programme implementation on key thematic areas including Climate Justice, Economic Justice and Justice between women and man.
- Monitor program expenditures against plans, proactively addressing variances and taking corrective action when necessary.
- Ensure all expenditures comply with donor contractual requirements and Oxfam financial policies.
Representation and Stakeholder Management
- Build and maintain positive relationships with ministries, government counterparts, donors, external stakeholders, and partner organisations.
- Represent Oxfam and program activities in national, regional, and global forums to share good practices and support fundraising efforts.
- Participate in coordination meetings with humanitarian actors during emergency responses to represent Oxfam effectively.
- Manage stakeholder expectations through proactive engagement and communication.
- Share evidence-based learning within and outside Oxfam to facilitate the exchange of good practices.
People Management
- Clearly define roles and responsibilities for direct and matrix line reports, ensuring performance is regularly reviewed and issues are promptly addressed.
- Recruit, manage, and supervise project staff in line with Oxfam policies, ensuring proper induction, training, and ongoing support.
- Identify and address personal and professional development needs of staff to foster growth and performance.

- Work and coordinate closely with the Head of the Programmes, Project Managers, MEAL teams, Advocacy teams and other stakeholders to ensure mutual coordination and safe programming.

Extensive Programme and Project Management Experience
- Proven track record in managing medium to large-scale projects with significant budgets and impact, including multi-year national, regional, and multi-country initiatives.
- Expertise in identifying, developing, and applying tools and processes to ensure successful project management and delivery.
- Demonstrated ability to engage in strategic planning and influence project strategies to align with and contribute to broader program goals.
Leadership and Communication Skills
- Strong ability to communicate effectively, inspire and guide project teams, and address conflicts constructively to maintain a productive and harmonious work environment.
Staff and Partner Relationship Management

Education:
- A bachelor’s degree in social or political science, International Development, Humanitarian or related field.
Experience:
- At least 5 years’ experience in development projects, at least 1 year experience of working in a field location.
